Description de la mission
The “Team leader – Social Health Insurance implementation Expert” will coordinate the day-to-day activities of the project.
-Support and coordination of all activities of the project
-Day to day management of the project in the beneficiary institution
-Coordination of the project implementation and proposing corrective actions, if required
-Representation of the project in the PCG;
-Strategic interlocutor of MoHP for implementation of project activities;
-Transmission of his/her technical knowledge to the MoHP teams;
-Co-redaction with the other members of the team of the annual work plans and overall supervision of effective implementation of activities;
-Executing administrative issues (e.g. assisting in reporting)
-Supervision of the elaboration of the terms of reference of his/her component and all MIS related activities;
-Coordination and assistance to the short-term experts
-Supervision of the development of various strategic documents produced within his/her component and all MIS related activities;
-Representation of the project, in close consultation and collaboration with the -Contracting Authority and beneficiary institutions, with institutional partners;
-Organization of visibility events (kick-off and final event)

Description du projet ou contexte
Objective of this project is to technically support the Economic Justice Unit (EJU) and the Ministry of Health and Population of Egypt, in charge of the reform of the social protection system, and in particular of the deployment of the first phase of the universal health insurance reform in the governorate of Port Said.
These activities are designed to strengthen directly stakeholders and the institutions in charge of implementing the reform in Port-Said.
The project’s activities will include three complementary components:
-Component 1: Technical assistance to the new institutions for the initial phase in Port-Said (processes and tools, including IT)
-Component 2: Support the implementation of a Management Information system for UHI
-Component 3: Evaluation of the 1st phase and action plan for the following phase. These three components will be tested and implemented in Port-Said governorate.
Profil souhaité
-Master degree in Economics, Social Policies, Management or equivalent professional experience of 8 years in public administration. PhD would be an asset.
General Experience:
-At least 10 years of experience in social protection sector, additional professional experience will be considered as an asset
-Policy development expertise
-Experience in project management, critical analysis and report writing
-Excellent knowledge in MIS
Specific Experience:
-Proven work experience in Social Insurance sector and UHI
-Experience in other technical assistance projects
-Proven experience in Capacity buidling
Language skills:
-Excellent level of English is a must.
-Very good level of Arabic is an advantage.
