EXPERTISE FRANCE recrute 01 E-learning Coordinator CFT/AML PROJECT (M/W)

Mission description

1. General objective

Under the supervision and guidance of the team leader and project’s coordinator, the E-learning Coordinator will be responsible for the coordination, overall organization and facilitation of the e-learning modules implemented by the AML/CFT Global Facility. The successful candidate will have to show his/her ability to moderate debates – therefore demonstrating familiarity with the topics covered by the project – while being able to master online meeting platforms and manage webinars from a logistical point of view.

Description of the task to be assigned

  • Organisation and conduct of e-trainings, ensuring the smooth operation of the online platforms, moderation of the trainings;
  • Preparation of the e-trainings, distribution of preparatory material and readings
  • Follow up, including feedbacks collection and delivery of certificates of attendance;
  • Collection of data and statistics relating to the e-trainings that will be used for Monitoring and Evaluation purposes
  • If necessary, briefing of other consultants occasionally assigned to e-trainings in case of overlap between different sessions
  • Any other task requested by Expertise France for the AML/CFT Global Facility

2. Expected results

The main deliverables of the consultancy will be the successful implementation of e-training events, related collection of data and management of the evaluation process.

Project or context description

The CFT/AML project, financed under the Instrument contributing to Stability and Peace (IcSP), will aim to cut off terrorist access to funding and introduce enhanced measures against serious organised crime globally through support to increase compliance with FATF recommendations, EU standards and relevant UNSC Resolutions. The general purpose of this project is to increase awareness towards CFT/AML issues, foster the analytical and operational capacity and encourage the cooperation opportunities of the financial and criminal justice actors at a national regional and international levels to ensure better CFT/AML efficiency.

The Facility aims at providing technical assistance for various AML/CFT actors from the penal chain of partner countries. Activities are carried out on a request based mechanism, either from the partner countries or from the EU services.

The project has three specific objectives:  1. To strengthen the AML/CFT legislative, regulatory and policy framework; 2. To build AML/CFT institutional capacity in third countries; and 3. To increase national, regional and international cooperation on AML/CFT issues.

For the implementation of activities envisaged under the project’s component 2 – to build AML/CFT institutional capacity in third countries – the project team has originally planned on-site capacity building, but also complementary online activities. With the recently emerged circumstances and environment caused by the Covid 19 virus global outbreak, the decision was taken to develop the online segment of capacity building activities and to substitute onsite events until after the virus-related situation permits onsite visits and organisation of face-to-face trainings. This being said, it is understood that even when the pandemic is over, e-learning format would still be applied as much as feasible and advisable.

Experience / Training

Qualifications and skills

  • University degree (BA or MA or equivalent) in law, political science, economics, IT engineering or any other relevant discipline
  • Previous proven experience in designing and implementing similar training events. E-training experience would be an advantage.
  • Good communication and reporting skills
  • Fluent in spoken and written English. Other languages (French, Spanish, Russian, Arabic) would be an asset.

General and specific professional experience

  • A minimum of 10 years of experience working in a sector relevant to the Global Facility area of activity (Banking/regulatory sector, Financial Intelligence, Law enforcement, Justice, etc)
  • Experience working in an international environment would be highly desirable, either from employment in an international organization or from participating in international working groups, joint international projects, etc.
  • Proven capacity-building/training experience
  • Excellent command of online meeting platforms, such as Zoom and Microsoft teams
  • Previous experience in Project Cycle Management would be an advantage

Additional Specific requirements

  • Excellent understanding of financial intelligence, terrorism, the financing of terrorism and/or money-laundering.
  • Ability to work in a team.
  • Capacity to work under pressure.
  • Demonstrated negotiating, cultural sensitivity and diplomatic skills.
