Duties
Basic Function of the Position:
Position performs a full range of procurement services to include execution and tracking of purchase orders. Organizing a broad cope of complex procurement of goods and services, both locally and overseas. Serves as one of the two primary procurement agent for CDC for market research, procurement planning, general procurement, locating programmatic and technical, special or hard to find local items, internet-based procurement, blanket purchase agreement and contract administration. Interface with CDC Supervisor, CDC Deputy Country Director, CDC Program branch staff, Assistant GSO, Senior General Services Officer, Financial Management Officer, and other key staff on accumulation of information regarding various procurements. Supervised and LE Staff -CDC Cote d’Ivoire Operations Manager.
Qualifications and Evaluations
Requirements:
EXPERIENCE:   At least three years of progressively responsible experience in procurement, with a minimum of one-year experience with a USG or international agency procurement office/division/section is required.
JOB KNOWLEDGE:  Good knowledge of CDC and State Department procurement regulations and procedures, good knowledge of local and overseas procurement sources is required. Strong knowledge of Department of State procurement regulations, instructions, procedures and GSA catalog, U. S. Federal Specifications as well as contract performance and payment regulations is required. Concerning the host country, the incumbent should have in-depth knowledge of sources of supply, availability of goods and services, general economic conditions, local business customs and practices and the general organization of the host-country government (with particular reference to financial, tax and customs related entities).
Education Requirements:
Completion of high school education is required.

LANGUAGE:
Level 4 (Fluency) Reading/Speaking/Writing in French is required. This may be tested.
Level 3 (Good working knowledge) Reading/Speaking/Writing in English is required. This may be tested.
SKILLS AND ABILITIES: Strong organizational skills are required. Must be flexible, resourceful, and creative.  Must be able to solve problems without specific direction. Ability to work with people to promote community spirit, to achieve consensus as well as ability to work in an ethnically and culturally diverse environment is required.  Ability to work independently and ability to exercise tact when dealing with people is also required.
