Summary:
The work schedule for this position is Full Time (40 hours per week).

Duties
Basic Function of the Position:  The Development Specialist (DS) position is located in the Millennium Challenge Corporation’s office (MCC) in Abidjan, Côte d’Ivoire. The Development Specialist (DS) will be a member of the MCC Resident Country Mission in Abidjan (RCM), and will be responsible for assisting the Accountable Entity for the Compact, also known as Millennium Challenge Account-Côte d’Ivoire (MCA-CI) with project management and quality assurances during the implementation and closure of the compact. Within this context, the DS shall work on a daily basis with the MCA, but shall report to the MCC Resident Country Director (RCD) and Deputy Resident Country Director (DRCD).
Qualifications and Evaluations
Requirements:
EXPERIENCE:   Minimum of five (5) years of work experience related to economic development, strategic planning, program design, budgeting, analysis and reporting to include experience collaborating with GOS agencies and international organizations, local or international NGO’s and/or foreign investors is required.
JOB KNOWLEDGE:  The Development Specialist must have significant experience in the field of economic and social development in Côte d’Ivoire with the private sector, an international financial institution, multilateral organization or international or local NGO.
Education Requirements:
Masters degree in the area of economics or economic development, finance, public administration, public health, international trade or business administration is required.
Evaluations:
LANGUAGE:  English: Fluency (speaking/reading/writing) in French is required.   “This may be tested”.
French: Fluency (speaking/reading/writing) in English is required.   “This may be tested”.
SKILLS AND ABILITIES:  The ability to prepare and maintain financial, budgetary, economic, and/or technical analyses and evaluations is required. Must have demonstrated ability to communicate effectively, both orally and in writing, plus the ability to develop and maintain and engage a broad range of contacts in the public and private sectors as well as within US Embassy. Data management and analysis skills, including computer literacy with experience in the design and use of spreadsheets, basic database functions, and word processing are required. Must be able to obtain, analyze and evaluate complex material; prepare accurate, factual and analytical reports; and provide objective advice. Excellent interpersonal skills are required.

Agency Benefits:
Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Embassy in Abidjan, Cote d ‘Ivoire may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.

* IMPORTANT:  Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.
