Technical Assistance to support the implementation of Agri-Connect Programme on Sector Enablers and Business Environment for Coffee, Tea, and Horticulture in Tanzania
Summary of Position
 CowaterSogema is excited to announce the opening of the position of Team Leader for the upcoming EU-funded Technical Assistance to support the implementation of Agri-Connect Programme on Sector Enablers and Business Environment for Coffee, Tea, and Horticulture in Tanzania. The Agri-Connect programme aims to improve the livelihoods of smallholder farmers and other market actors in the coffee, tea, and horticulture sectors through inclusive economic growth, private sector development, job creation, and improved nutrition.
The Technical Assistance programme aims to achieve the following result areas:
Result 0: Programme management and coordination
Result 1: Improving sector enablers and business environment
Reporting to the Project Director at CowaterSogema’s Regional Office in Pretoria, South Africa, the Team Leader will be based in Tanzania, overseeing the strategic management and direction of the Technical Assistance programme and all aspects of the day-to-day planning and operations. This would include: the preparation of baseline and sector-specific studies; the organization of high-level consultations, workshops, and training; the provision of specialized technical assistance to relevant stakeholders; and, the identification and commission of relevant external technical and academic expertise.
Key Responsibilities
 The Team Leader will be responsible for overseeing implementation of Technical Assistance Team (Result 1). This will involve technical assistance to the relevant government ministries, and other national and local institutions along the value chains to improve the sector enablers and business environment for the tea, coffee and horticulture value chains, within the framework of the respective agricultural development strategies.
The Team Leader will oversee overall coordination of the Agri-Connect programme components (including value chain development and nutrition components) and will lead programme Monitoring, Evaluation, and Learning initiatives (Result 0).
Job Requirements
Education:
A first degree in the field of rural development, agriculture, environmental or agricultural economies, agricultural development or any similar field; A master’s degree would be an additional benefit
Minimum Experience (Mandatory):
Significant experience, working on EU-funded projects, ideally as a Team Leader;
Significant experience, working with relevant national and local institutions and actors along agricultural value chains to improve the sector enablers and business environment for value chains, ideally in the tea, coffee and/or horticulture sectors.
Experience working in Government capacity building project management (including institutional assessments, technical assistance and training) in the public sector in East Africa, preferably in Tanzania;
Highly desirable Skills:
Experience of working on agricultural value chain development projects in East Africa, preferably in Tanzania;
Excellent coordination and communication skills related to the technical and conceptual aspects relevant to the agricultural policy sector, evidenced by past assignments;
Experience in trade promotion services;
Knowledge of EU project management procedures;
Experience of essential cross-cutting issues areas of gender and climate change;
Fluent written and spoken English.
