UNICEF is looking for an individual senior national expert to identify relevant and new presidential priorities for Advancing children rights in Egypt. The support will enable ECO to sharp and align its work in Egypt considering recent developments
The expert will produce a:
Strategic policy analysis document pinpointing the key presidential priorities for advancing Children Rights in the Country –a critical and concise mapping and analysis of the key presidential priorities relevant to UNICEF programming and priorities to inform UNICEF’s advocacy and partnership strategies with key partners.
The Document will include:
1.1 A concise critical mapping of the key current and emerging presidential priorities relevant to children and adolescents’ rights whether published or otherwise and light of the emerging political and regional
context and leadership. The source of the information will need to be included (e.g. Presidential speech; etc.,)
1.2 An Outline of current or emergency key institutional, governance, legal and policy frameworks relevant to these presidential priorities.
1.3 A list of key champions- stakeholders aligned with these priorities.
1.4 A critical analysis pinpointing entry programmatic and advocacy points and political Synergies in concert with UNICEF strategic positioning.
ACTIVITIES, DELIVERABLES AND TIMELINES
Deliverable:
 As mentioned above the key deliverable for this assignment is a Strategic policy analysis pinpointing the key presidential priorities for advancing children rights in the country to inform UNICEF’s advocacy and partnership strategies.
The Strategic policy analysis document as noted in the above section should include the following elements:
A concise critical mapping of the key current and emerging presidential priorities relevant to children and adolescents’ rights whether published or otherwise and light of the emerging political and regional context and leadership. The source of the information will need to be included (e.g. Presidential speech; etc;
A concise outline of current or emergency key institutional, governance, legal and policy frameworks relevant to these presidential priorities;
An outline of the key champions- stakeholders (government and other) aligned with these priorities;
A critical analysis pinpointing entry Programmatic and advocacy points and political Synergies in concert with UNICEF strategic positioning;
Key activities include:
 1.Desk Review analysis of relevant documents, existing media, conference, fora, advocacy reports and relevant strategic documents outlining the president’s policy priorities relevant to child and adolescents’ rights.
2.Key informant interviews with stakeholders including parliamentarians – key members of presidential councils – prominent level ministerial personnel, donor and UN agencies, private sector representatives and UNICEF staff and management.
3.A briefing workshop with UNICEF Management, Key Staff

QUALIFICATIONS, SPECIALIZED EXPERIENCE
Advanced University degree in social sciences or other related fields.
At least 20 years of experience in developing strategic social and public policy advocacy reviews, briefs, research, and other advocacy analysis products preferably relevant to child rights
Sound, well-rounded knowledge of the social policy environment with a good network with and liaisons with prominent level national counterparts relevant to child rights and other relevant stakeholders
Excellent English and Arabic writing skills with experience writing strategic UN documents
Some experience with working with UN agencies preferably UNICEF in producing strategic advocacy documents is an asset.
