About the role: This is a 2-year (with view to extension), new role with unaccompanied terms based in Mogadishu, Somalia with frequent travel to the different programme areas in the country and the Nairobi support office. The post is on salary Band 4 (€41,604 – €46,227).
This position is contingent on donor approval and funding.
Reporting to the Somali Cash Consortium Director you will line manage the MEAL Manager and the Senior Communications Officer. The post will involve working closely with Somali Cash Consortium Finance and Systems Director, Social Transfer and M&E Focal Points of Consortium Members and other Consortium Management Unit (CMU) Staff. You will liaise regularly with the Ministry of Labour and Social Affairs (MoLSA).
We would like you to start in November 2020.
Background:The Somali Cash Consortium is led by Concern Worldwide.  Since 2018, the Somali Cash Consortium has implemented large-scale humanitarian cash transfer programmes in the country. Consortium Members include ACTED, COOPI, Danish Refugee Council, Norwegian Refugee Council Save the Children and IMPACT Initiatives.  Final approval of a new three-year Social Transfer Programme is expected in September 2020.
Job Purpose:The Programme Coordinator will contribute to the strategic thinking, planning, and overall coordination efforts of the Consortium.They will be responsible for setting-up and leading the work of the Programme Management working group (PMG), and will ensure that quality and innovative practices are consistently applied across the programme.The PC will supervise the MEAL Manager and Senior Communications Officer and will be responsible for coordinating the programme implementation with Government and in particular with the Programme Coordination Secretariat within the relevant ministries.
Key Responsibilities:Member of Consortium Management Unit (CMU)Leading development and coordinating implementation of the Social Transfer programmeLeading Programme Management Working Group (PMG), charged with developing implementation tools and strategyDeveloping and managing internal and donor-level Consortium reportingLeading the development and dissemination of learning, communication and advocacy initiativesEnsure the Consortium’s communication and visibility plan obligation are metManage the MEAL Manager and the Consortium’s Senior Communications OfficerRepresent the Social Transfer Programme at technical coordination and working-group meetings
Specific Responsibilities:Programme managementMaintain a consistent and high level of communication with the Consortium Members, donor and government as well as respond and follow-up to ad-hoc donor and Consortium member requestsEnsure that sub-grant related processes and procedures are standardised and consistently implemented throughout the programme, including data collection, reporting, timelines and partner capacity-buildingLead the Consortium Programme Management Working Group (PMG), including developing programme implementation strategy linked to the different Social Transfer models and present results to the wider ConsortiumConsolidate and/or write proposalsEnsure compliance and adherence to Concern policies, tools and handbooksSupport Cash Consortium Members to ensure activities are carried out in accordance with agreed Consortium standards and timelines
Representation and coordinationRepresent Cash Consortium at Cash Working Group Meetings and/or Work Streams, and other relevant coordination fora, in coordination with the Cash Consortium MembersCoordinate with the EU Delegation and other potential donors on specific response actions as requestedCoordinate programme implementation with other ongoing Safety Nets programs, in particular with WFP and UNICEF implementing the Baxnaano programme and BRCiS Consortium implementing a Safety Net pilot
M&E, research and learningLead the drafting and dissemination of position papers and reports on the implementation and results of the different Social Transfer modelsEnsure that agreed Consortium M&E and programme implementation processes are developed and implemented across the Consortium to ensure programme goals are met and protect the contractual and reputational interests of Concern Worldwide and the Consortium MembersEnsure that programme reporting is adhered to by all Consortium member agencies and the Consortium Management Unit (CMU) and communicated clearly to the donor, this includes: proactive follow-up and monitoring of the implementation of the programme; ensuring all narrative reporting is professionally coordinated and compiled on time, accurately and in line with agreed formats.
Advocacy, communication and visibilityDevelop a communication strategy for the programme in coordination with Consortium Members, donor and government, and ensure the obligations are metAttend advocacy and communication meetings and calls as appropriate, including NGO Consortium Advocacy Working GroupWork with the Consortium Members to coordinate collection of stories, case studies, pictures, for raising the profile of the humanitarian situation in Somalia
OtherFrequent travel to programme locations across Somalia as required for trainings, monitoring and coordinationAny other duties as assigned by your line manager
Skills and Experience Required:Essential:At least 5 years’ experience in the humanitarian/international development sectorAt least 3 years’ experience of staff managementBachelor’s qualification in international development or other relevant disciplineExperience working in remote-management contextExperience with Cash Transfer Programmes, ideally applying mobile money based cash deliveryExperience working within a Consortium setting, ideally with a consortium lead/coordination unitExperience working in an insecure setting, with complex power structuresAbility to work efficiently, utilize complex budgets and build user-friendly tools in ExcelAbility to work closely with field-based international and national staff and experience utilizing various staff training and adaptive management approachesStrong coordination/negotiation skills specifically with the ability to effectively coordinate among Consortium Members and actively contribute to creating a high-paced, flexible, team-oriented cultureStrong organizational, prioritization and analytical skills, as well as a good understanding of the application of logical and adaptive frameworksExperience writing original, creative and high quality donor funding proposals, reports, case studies and learning documentsExperience of working with EU as a donor and understanding of EU rulesFluency in English, both written and verbalWilling to spend significant time travelling to programme areas within Somalia and Somaliland driving project implementation
