About the role: This is a 12 month, replacement role with unaccompanied terms based in Kalemie, DRC with a salary of Grade 3.

You will report to the Systems Director and will line manage the HR/Admin Coordinator (national counterpart) and work closely with the Country Director, Programme Director, Country Financial Controller and Area Coordinators as well as provide strategic leadership for all of the HR/Admin team in DRC.

We would like you to start from mid-March, 2021.

Your purpose: The Admin and HR Manager will lead the HR and Admin team in Concern DRC and manage the administration and human resources functions across the country. Based in Kalemie, with frequent travel to support programme areas in the DRC, the admin-HR Manager will operate in line with all Concern operational and security policies and procedures. A key part of this role will be to strengthen admin processes and to train staff, as well as improving recruitment planning and effectiveness.

You will be responsible for:

Human Resources

  • Define and review, with support from the SD, the Human Resource procedures in country
  • Update the HR manual on an annual basis
  • Ensure respect of HR policies and procedures
  • Review and improve the HR systems in place in country
  • Conduct yearly surveys for salary grades, staff benefits, R&R benefit, per diems and others.

Recruitment and induction

  • Oversee recruitment of all local staff posts to ensure all vacancies are filled with the right people in a timely manner. This includes job identification, assisting job description preparation or review, staff vacancy requests, vacancy announcement, shortlisting, setting up interviews, reference checks, employee contracts, and inductions.
  • Ensure that all job descriptions and job requirements are in line with the gender strategy
  • Ensure that all recruitment processes comply with Safeguarding policy
  • Provide support to managers in preparation of job descriptions and other recruitment steps: ensure sufficient HR means are mobilized to ensure recruitment is diligent and effective.
  • Analyze and propose ways of optimizing recruitment planning and processes, identify and anticipate gaps and proposing pragmatic solutions
  • Stay up to date with Congolese work legislation, adapting Concern’s rules and resolving conflicts
  • Periodically review all categories of national staff job descriptions and amend as necessary in light of actual job functions
  • Ensure training needs are identified and met, identify and promote career paths.
  • Review and implement a thorough and tailored induction process.

Staff management

  • Support the Systems Director in establishing a fit for purpose HR planning process. This includes staffing budgets as required.
  • Establish confidential grievance and complaint procedures that staff can rely upon. Manage collective and individual staff grievances, seeking advice from senior management as required and in accordance with grievance policies.
  • Maintain an updated organogram of the organization.
  • Ensure the implementation of Performance Development Review and probation system, ensuring that it operates equitably and consistently across the organization.
  • Line manage the national HR/Admin Manager.

Training and capacity building

  • Ensure the implementation of the Concern DRC HR manual by training, coaching and mentoring HR staff and line managers in DRC.
  • Promote and ensure compliance with the requirements of Concern’s Safe guarding policies including the Concern Code of Conduct (CCoC) and its associated policies.
  • Oversee staff development plans that meet individual and organisational development needs.
  • Build the capacity of the national HR/Admin Manager to take over some of these functions listed above.
  • Develop a talent development programme for national Congolese staff, particularly female staff, with potential to attain more senior roles.
  • Develop more detailed guidelines for our ongoing internship programme on structured learning and skills development.

Admin and legal

  • Establish and maintain a comprehensive confidential data base/filing system for all employees.
  • Maintain accurate records of staff leave etc. and ensure all staff is aware of entitlements and procedures for applying for leave etc.
  • Supervise premises management including offices and Guest Houses
  • Liaise with the Concern lawyer as required and ensure necessary follow-up
  • Attend the Administration meetings organized by the NGO forum in DRC, and make sure Concern is represented in other locations.
  • With the support of the Systems Director, address the various requests of the government
  • Develop links with government authorities, particularly the labour office.
  • Manage payroll of national staff in liaison with finance team to ensure all local staff receive the correct monthly payments on time. This will be done with HOMERE software.
  • Be the focal point with HOMERE software, answering queries and implementing solutions.

Your skills and experience will include:

Essential:

  • Bachelor degree in relevant discipline such as HR Management or administration
  • At least 3 years demonstrated HR experience in similar positions
  • Experience in working in the humanitarian sector and in insecure complex emergency situations
  • Experience of managing staff or a team
  • Experience of developing and implementing talent development programmes
  • Good communication skills i.e. advisory/instruction skills, network skills, team building skills
  • French Oral and written skills essential, English would be an advantage
  • Good command of the HR Software Homere is a strong advantage.
  • Good command of Microsoft Office applications
