Reports to:       Head of Technical Assistance in the Strategy, Advocacy, and Learning (SAL) Directorate

Liaises with:     SAL Technical Advisers, Regional Directors, and Desk Officers in the International Programmes  Directorate, staff in the Emergency Directorate, key overseas staff, and the IT department.

Direct Reports: Five Advisors (working on Planning Monitoring and Evaluation (x2); Digital Data Gathering; Programme Knowledge and Learning and Partnership) and one Monitoring and Evaluation Officer.

Job Location: Dublin (Concern Worldwide’s Offices)with frequent overseas travel (up to 12 weeks per annum)

Pay Band:     6

Contract: Fixed Term (Two Years)

Job Purpose: To facilitate the improvement of programme quality and organizational learning by leading a team of advisers to support country teams in the areas of planning, monitoring and evaluation, organizational learning and knowledge management, and partnership.

Key to this will be strengthening existing, and introducing new and innovative, approaches to; results-based management (including working on innovative technical solutions for this), adaptive programming, programme evaluation, partnership development, and knowledge management into the day-to-day work of Concern. The role includes a focus on supporting high-quality research with leading institutions in this field.

Key Responsibilities:

  1. Work closely with sectoral advisers in SAL, and the Emergency and International Programmes Directorates, to ensure that the highest standard of advice on programme planning, monitoring, and evaluation is provided across all of Concern’s programme contexts.
  2. Provide direct support and guidance to country teams in the production of contextual analyses and in programme design, with a specific focus on monitoring and evaluation, promoting results-based and adaptive management.
  3. Provide overall management and guidance to the team working on Concern’s Digital Gathering system and promote the regular use of the data collected.
  4. To facilitate Country Strategic Planning and Contextual Analysis processes in the country (upon request).
  5. Maintain an overview of organizational performance in terms of undertaking quality evaluations and provide regular updates to the management teams in the SAL, IPD, and Emergency Directorates.
  6. Provide oversight and direction on Concern’s internal Programme Quality Guide online platform, including developing guidance papers and updating existing guidance (including standard indicator lists and data collection tools) based on learning across different sectors in collaboration with PM&E advisors
  7. Assist in the development and operationalization of an organizational results framework to support the Organisational Strategic Plan and the upcoming Irish Aid funding proposal (in 2022).
  8. Support Concern’s partnership adviser in the implementation of our partnership strategy as our country’s programmes move to a more partnership-based model.
  9. Support Concern’s Programme Knowledge and Learning Adviser in the design, development, and implementation of high-quality organizational learning and knowledge management processes and systems.
  10. Manage organizational-level reporting of key issues under the mandate of the PALU team.
  11. Representation of Concern at external meetings, including the Dóchas Results Working Group, Alliance 2015 MEAL Working Group and DSAI study group on Adaptive Management.

Skills and Experience Required:

Essential:

  • Specific experience in

Programme planning, monitoring, and evaluation of development and humanitarian programmes, and a strong understanding of M&E principles and processes.

Management of knowledge within NGOs or development organizations and an ability to link this to system development.

Working with or providing support to partners and/or a partnership model of working.

  • At least 5 years’ experience leading and managing programmes in developing countries, preferably in fragile and conflict-affected contexts.
  • At least two years of provision of support to programmes from a head office perspective.
  • Demonstrable experience in the nurturing of organizational learning in programmes.
  • A commitment to the vision, mission, and values of Concern Worldwide.
  • Strong understanding of global poverty and development issues.
  • Excellent people management and interpersonal skills, with an ability to manage effectively cross-departmental and functional teams.
  • A post-graduate qualification in a relevant discipline
  • Proven communication skills, both written and verbal.
  • Proven high-quality analytical skills.

Desirable:

  • Ability to work through French.
  • Significant experience in fragile and conflict-affected contexts.
