Your role
The detention doctor for Europe works across four ICRC delegations: London (35%), Brussels (35%), Paris (20%) and Belgrade (10%). S/he will be based in London with frequent travel throughout Europe.
The detention doctor visits places of detention as part of a team of ICRC delegates working in the four respective delegations. The task of the detention doctor is primarily to examine everything relating to individual and collective detainee health, including the functioning of the health-care system. The scope of work could also involve examining specific cases and documenting instances of ill-treatment, both physical and psychological.
The detention doctor provides support in the dialogue that each ICRC delegation has with the authorities at prison and central level. These include the prison administration, the Ministry of Interior, the Ministry of Justice, the Ministry of Health and, for Paris, the International Criminal Tribunals (ICTs).
S/he contributes to the analysis, definition of strategy and approaches in detention.
Main responsibilities
– Assesses the needs, and plans and implements activities aimed at improving detainees’ access to effective health care, their health and nutritional status, and the health system
– Monitors and evaluates these activities. Collects and analyses relevant data to this end
– Shares the findings and results with other members of the detention team and writes relevant reports
– Analyses, documents, and contributes to define the detention strategies addressing priority thematic areas in the different contexts
– Establishes and maintains contacts/partnerships with external players involved in health care in detention
– Contributes to the organisation of workshops to sensitize/train medical staff and general detention authorities on health in detention related thematic
– Monitors and ensures respect for medical ethics by all prison staff
– Documents cases of ill-treatment when needed
– Follows up with sick and wounded detainees in line with internal agreements
– Advises and follows up with hunger strikers and the medical staff in charge of those individuals
– Keeps abreast of developments, including reviewing the relevant policies and related documents, in the priority thematic areas

Position based in London (UK), with work across four ICRC delegations: London (35%), Brussels (35%), Paris (20%) and Belgrade (10%). Frequent travel throughout the UK, Belgium and to other European countries. |
