Long-term technical advisor | Central African Republic | 2019

Chemonics seeks a long-term technical advisor for the ongoing Human Resources for Health in 2030–Capacity Building for Malaria (HRH2030 CBM) activity in the Central African Republic. HRH2030-CBM seeks to improve the performance of Global Fund grants through policy or guideline changes, improved monitoring and evaluation (M&E), or reduced stockouts through long-term technical advisors seconded to National Malaria Control Programs (NMCPs). Advisors will improve the management and effectiveness of NMCPs and collaborate to optimize Global Fund malaria interventions. Advisors report to the HRH2030–CBM director in Washington, D.C., and receive technical oversight from the NMCP director. Responsibilities include:

Work with the NMCP to improve planning, monitoring and evaluation, and coordination to meet Global Fund grant requirements and conditions for timely grant disbursements

Improve the planning, logistics, communications, and M&E of national and subnational activities such as indoor residual spraying campaigns and long-lasting insecticide-treated net distribution campaigns

Contribute to the national malaria M&E plan and collect data from NMCP partners on their activities. Provide expert advice and practical experience to the NMCP and other stakeholders to monitor inputs, outcomes, and progress toward goals related to the DHIS2 platform

Monitor the supply chain, develop and support quantification-forecast-supply planning exercises, routine reporting mechanisms such as RMMP and EUV, warehousing, and capacity building to ensure effective management of health products

Help initiate and conduct policy discussions between with the Global Fund portfolio manager and the country team to facilitate existing grants and develop new grants

Collaborate with the NMCP, implementing partners, and other stakeholders such as the WHO, UNICEF, World Bank, and NGOs to identify malaria intervention gaps, consistent with the NMCP strategy

Collaborate with the NMCP and implementing partners to support a malaria routine data system as part of the country’s health management information system

Work with the NMCP and other stakeholders to ensure accountability and value for Global Fund malaria control resources

Develop plans to manage Global Fund activities

Work with the NMCP to strengthen human resources for health management and organizational capacity

Develop working relationships and trust with public and private organizations and prepare reports, documentation, and briefing papers

Qualifications:

Advanced degree (master’s degree, Ph.D., or M.D.) in a health-related field. Specialized experience in malaria preferred.

Ten years of experience in progressively responsible positions designing, implementing, and managing malaria and other health programs in developing countries. Experience in Africa preferred

Experience managing successful teams of professionals

Demonstrated technical leadership and skills in program management, strategic planning, policy, and problem-solving working on complex projects in highly sensitive environments required

Experience with large donor-funded public health programs, especially USAID programs, preferred

Experience with Global Fund procedures (proposal development and submission, M&E, and reporting)

Ability to work effectively independently and in a team with a local and U.S. government personnel and partners; communicate information to health and non-health audiences; achieve consensus on policy, project, research, and administrative matters; and demonstrate skill in donor coordination and collaboration

Experience strengthening HRH management, organizational capacity, and skills

Excellent verbal and written communication skills, tact, and diplomacy

Excellent computer skills in Microsoft Word, Excel, PowerPoint, and Outlook, as well as statistical software such as SPSS and Microsoft Access

Ability to communicate clearly and concisely in English and French required
