Chemonics International Inc., a leading international development firm that has been implementing USAID programs in Uganda for more than 20 years, seeks a director, monitoring, evaluation, and learning for the anticipated five-year approximately $170 million USAID-funded Uganda Health Activity (UHA). This cooperative agreement aims to increase the survival and well-being of vulnerable populations and improve overall health system resilience in priority districts in Uganda through: (1) improved access to and use of quality maternal, newborn, and child health (MNCH); family planning (FP)/reproductive health (RH); nutrition; and water, sanitation, and hygiene (WASH) health services at community- and health facility-levels; (2) enhanced local ownership and leadership for sustainable health outcomes; and (3) strengthened health systems at the regional-, district-, facility-, and community-levels. The director, monitoring, evaluation, and learning will oversee all monitoring, evaluation, and learning components of UHA, including the design and implementation of the AMELP and corresponding information system to track delivery against targets. English fluency is required. We are looking for individuals who have a passion for making a difference in the lives of people globally.
Responsibilities include:Guide reporting processes among technical staff, ensuring timely, accurate, and complete reporting
Promote learning and knowledge sharing of best practices, and dissemination of lessons learned and project outcomes as part of its CLA approachMentor and support all the technical staff in MEL functions and manage any MEL-related program staffStrengthens integrated health and HIV reporting capacity among local PEPFAR and GoU partners
Qualifications:Master’s degree in a relevant field, such as public health, epidemiology, biostatistics, or social sciences
At least seven years of experience in managing and/or leading MEL activities for large-scale health service delivery or HSS programs in Sub-Saharan Africa, with at least three of those years working in Uganda as a senior advisor or staff memberDemonstrated experience in setting up and managing MEL systems that track performance as per the objectives of UHAKnowledge of and experience with key MNCH, FP/RH, nutrition, WASH, and/or HIV/AIDS indicators and GoU and USG data collection systems (e.g. DHIS2, DATIM)Demonstrated ability to translate project objectives and vision into an evidence-based theory of changeStrong analytical skills to successfully use data and evidence to guide program adaptationsExcellent ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiencesPrevious experience supporting MEL on USG-funded health programming in Uganda desiredFamiliarity with CLA approaches desiredExpertise in qualitative and quantitative research methods desiredData visualization skills desired
