Presentation of the organization

Founded in 2006, CartONG is a French « H2H » (Humanitarians to Humanitarians, i.e. an NGO working in support of other NGOs) non-governmental organization specialized in mapping and information management support for humanitarian and development organizations. Our core expertise is geographic information, but we have extended it other the years to other technologies (mobile data collection, information management, remote sensing, drones, participatory mapping, etc.).

We support international aid organizations, NGOs and public authorities by providing tools, services & trainings that allow them to better plan, implement and evaluate their programs, therefore improving the impact of humanitarian aid in favor of the most vulnerable. We focus on training local staff and collaborating with local communities, in order to provide projects that are sustainable and tailored to the needs and priorities of the people we are seeking to assist.

We work with local, national and international organizations, in particular NGOs specialized emergency response and development as well as UN agencies; MSF, UNHCR, AFD, Terre des Hommes, etc.: complete list here. CartONG is a fast growing & dynamic organization, gathering around 30 international staffs and 50 active volunteers.

Our headquarters are based in Chambéry – a short train ride away from Geneva and Lyon and their international airports. Chambéry is a vibrant student and family city with many great bars and restaurants, located in the heart of the French Alps and surrounded by the Bauges and Chartreuse mountain ranges.

We are currently looking for an Information Management Project Manager with agile experience or a SCRUM Master/Product Owner with Project Management Experience  to join our team.

Position

The Information Management Project Manager will be a member of the Information Management/Data Collection (IM-MDC) pole of CartONG. He/She will work with portfolio managers and other project managers as well as the technical team to coordinate and implement various information management projects.

The Project Manager will oversee the management of his or her projects and may participate in the projects of other project managers. His/Her Line Manager is the Technical Director. He/She may also contribute to the association’s working groups according to his/her availability and interests.

The Information Management (IM) Project Manager is responsible for the implementation of annual programmes (i.e. their design, implementation and monitoring) as well as working on technical solutions and information management processes, either in conjunction with the Mobile Data Collection and Information Management Project Manager or with the rest of the technical team – depending on the nature, size and skills required for the project.

The core part of his/her tasks will be to keep the established Survey Support services for Livelihood running and oversee and coordinate the implementation of a new web platform improving those Survey support services together with the technical team. Those Livelihood surveys are conducted by many UNHCR operations supporting Livelihood activities in a baseline and an endline survey to see what effect the different livelihood programs might have made to the households that were supported during an operational year. Whilst the household surveys are administered by UNHCR or partner personnel, the data cleaning and visualization as well as analysis and preparing the data for distribution is undertaken by CartONG. The PM will oversee the information flow, ranging from preparing the survey templates to the Train the trainer trainings and the country analysis notes compiled for each operation. He/she will plan and implement those activities together with the Livelihood team. The IM Project manager will work closely with the UNHCR Portfolio manager to ensure all requirements in terms of consistency of overall programme and portfolio as well as reporting requirements as set by the partner are being met.

In this context, his/her responsibilities are as follows: :

  • Work closely with a multidisciplinary team (including web developers, UX Designers, IM Officers, GIS officers), drive product development and lead the prioritization and implementation of new features to existing products such as the UNHCR Livelihoods Monitoring web platform.
  • Conduct technical monitoring and maintaining the quality of products and services on projects for which he/she has technical responsibility.
  • Be responsible for the products’ planning, process, policies, initiatives and execution through the lifecycle of the product. Manage Agile processes and sprint planning.
  • Design the strategies and methods of support in information management of its projects, in connection with the management committee of the association and the partners of CartONG.
  • Supervise the teams involved in his projects and ensure their overall coordination (meetings, internal information channel to the teams and the management committee, etc.)
  • Ensure the partnership relationship, carry out the narrative reporting and supervise the financial reporting of the project.
  • Monthly review staff activities on projects, monitor and validate purchases, supervise financial follow-up and other administrative tasks.
  • Prepare, prioritize and monitor project activities.
  • Communicate on implemented projects (blog post, website news and other media) and participate in external representation (events and conferences)

Expériences / Formation

Diplomas: An advanced university degree (Master’s or higher) in Computer Science, Information Management or similar, or equivalent work experience

Professional Experience: Minimum of 5 years of professional experience, years of experience in the humanitarian or development sector are a big asset.  An industry certification is a plus: PSPO, Scrum Master, Agile…

Project management skills:

  • Experience working with a multidisciplinary team of  web developers, UX designers, IM officers, GIS officers etc
  • Experience working in an agile software development environment. Knowledge of project management processes, such as Scrum and Agile.
  • Training experience
  • Administrative & financial project management

Technical skills:

  • Mobile data collection: mastery of ODK, experience of several technical solutions in the field (Kobo, Ona, SurveyCTO, ODK, ActivityInfo etc.).
  • Data analysis and visualization tools  Business intelligence tools: Qlik, Table, PowerBI
  • Interest in web development products/ knowledge of web dev processes are an asset

Salaire

  • Contract Type: french contract – CDI
  • Start Date: ASAP
  • Location: Chambéry/in the region/remotely based in France (with an onboarding period in Chambery)
  • Salary: calculated with CartONG’s salary grid based on experience, 39 hours/week contract (35 h + 4 extra hours paid)
  • Other benefits: additional health insurance covered 61% by the employer & public transportation monthly pass covered at 50% by employer
