European Union is seeking applications for its Local Call for Proposals: “Civil Society Organisations and Local Authorities” – ERITREA, to strengthen civil society organisations’ and local authorities’ contribution to governance and development processes.

Objectives

The specific objectives of this call for proposals are:

• For LOT 1 – CSOs:
  • To support and strengthen CSOs’ capacity to perform their roles as development actors, services providers and agents in policy processes, in coordination with the country’s relevant stakeholders, in the areas of:
    • support to children, women, people with disabilities and other vulnerable groups;
    • gender equality;
    • education;
    • health;
    • food security and sustainable natural resources management;
    • water and sanitation;
    • culture, media and information;
    • cultural and natural heritage;
    • interfaith dialogue and prevention of radicalisation;
    • youth empowerment;
    • economic empowerment for disadvantaged groups and populations segments out of mainstream services;
    • decent work and rights at work;
    • migration and fight to trafficking and smuggling.
  • To foster CSOs’ cooperation with similar entities (eg with other Eritrean, African and European CSOs) and with LAs in-country and abroad and/or to strengthen CSOs’ cooperation with international and regional intergovernmental organisations.
• For LOT 2 – LAs
  • To support LAs’ capacity to perform their roles as development actors, services and welfare providers, and promoters of inclusive and sustainable growth at the local level (according to their institutional mandate) in the areas of:
    • support to children, women, people with disability and other vulnerable groups;
    • gender equality;
    • education;
    • health;
    • food security and sustainable natural resources management;
    • water and sanitation;
    • culture, media and information;
    • cultural and natural heritage;
    • interfaith dialogue and prevention of radicalisations;
    • youth empowerment;
    • economic empowerment for disadvantaged groups and populations segments out of mainstream services;
    • decent work and rights at work;
    • migration and fight to trafficking and smuggling.
  • To foster LAs’ cooperation with similar entities (eg with other Eritrean, African and European LAs) and with CSOs in-country and abroad and/or to strengthen LAs’ cooperation with international and regional intergovernmental organisations.

Funding Information

Size of grants

• Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
  • Lot 1
    • minimum amount: EUR 300.000
    • maximum amount: EUR 500.000
  • Lot 2
    • minimum and maximum amount: EUR 300.000

Eligibility Criteria

• Lead applicant – Lot 1 – Civil Society Organisations (CSOs):
  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person or an entity without legal personality and
    • be non-profit-making and
    • be a specific type of organisation such as: non-governmental organisation, public sector operator and,
    • be established in a Member State of the European Union or in the State of Eritrea or in another EU partner countries, as follows:
      • developing countries that are included in the list of recipients of ODA established by the OECD/DAC including countries and territories
      • countries that are signatories to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States of the one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23 June 2000, including South Africa;
      • countries eligible for the European Development Fund;
      • countries eligible for European Union funding under the European Neighbourhood Instrument
• For British applicants:
  • Please be aware that eligibility criteria must be complied with for the entire duration of the grant. If the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, you will cease to receive EU funding (while continuing, where possible to participate) or be required to leave the project and be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
  • Potential applicants may not participate in calls for proposals or be awarded grants
  • The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
  • The lead applicant may act individually or with co-applicant(s).
  • If awarded the grant contract, the lead applicant will become the beneficiary identified as the Coordinator
• Lot 2 – Local Authorities (LAs):
  •  In order to be eligible for a grant, the lead applicant must:
    • be a legal person or an entity without legal personality and
    • be non-profit-making and
    • be a specific type of organisation such as: local authority, public sector operator And
    • be established in a Member State of the European Union or in the State of Eritrea or in another EU partner countries, as follows:
      • developing countries that are included in the list of recipients of ODA established by the OECD/DAC including countries and territories falling within the scope of Council Decision 2013/755/EU on the association of the overseas countries and territories with the European Union (‘Overseas Association Decision’)
      • countries that are signatories to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States of the one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23 June 2000, including South Africa;
      • countries eligible for the European Development Fund;
      • countries eligible for European Union funding under the European Neighbourhood Instrument
• Co-applicant(s)
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant.
    In addition:
  • Local authorities are eligible and qualify as co-applicant in Lot 1 – Civil Society Organisations (CSOs).
  • Civil Society Organisations are eligible and qualify as co-applicant in Lot 2 – Local Authorities (LAs).
• Affiliated entity(ies)
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies)
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.This structural link encompasses mainly two notions.
    • Entities affiliated to applicant may hence be:
      • Entities directly or indirectly controlled by an applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by an applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
      • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
      • Entities under the same direct or indirect control as the applicant (sister companies).
  • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
  • The structural link shall as a general rule be neither limited to the action nor established for the sole purpose of its implementation. This means that the link would exist independently of the award of the grant; it should exist before the call for proposals and remain valid after the end of the action.
  • By way of exception, an entity may be considered as affiliated to an applicant even if it has a structural link specifically established for the sole purpose of the implementation of the action in the case of so-called “sole applicants” or “sole beneficiaries”.
