Role Overview:
The successful candidate will have a keen interest in public health, management experience in the private sector and a deep knowledge of the issues associated with the implementation of public health programs. Strong problem-solving and analytical skills, strategic thinking, the ability to build strong relationships, and you want to apply these skills to transform and positively impact an organization, advise decision-makers, and support the implementation of global health initiatives.
Role of the Management Partner Embedded in the immunisation team in the Ministry of Health the Management Partner will be a partner and coach to the immunisation management team. Specifically, the Management Partner will be responsible for: (i) sustainably strengthening the EPI’s capacity in the area of program and vaccine management; (ii) strengthening the leadership of the EPI management team (National Coordinator, Deputy National Coordinator, Unit Heads, Activity Leaders) and passing on to them the approaches, techniques and tools for project and team management ; (iii) supporting the organizational optimization of the EPI by reviewing the macro-processes and procedures manual and recruiting qualified resources; (iv) developing a human resources management plan in accordance with recognized standards, and performance management; and (v) providing the Inter Agency Coordination Committee (immunisation supervisory body) with adequate monitoring and reporting tools.
Duties & Responsibilities (include but not limited to):
Background: Madagascar has immunization coverage rates that are below the country’s targets and have been declining in recent years (according to WUENIC data), resulting in a persistence of Vaccination Preventable Diseases (VPDs). For example, WUENIC data estimate that coverage of measles vaccine has decreased from 81% in 2008 to 58% in 2018, As a result, there is a resurgence of measles cases with a reported epidemic in the Analamanga region in 2018. In addition, vaccination equity is not achieved, with lower vaccination rates for children living in rural areas or in disadvantaged families. Madagascar is facing challenges related to the development of capacity adapted to the issues of coverage and equity in vaccination. The decline in immunisation coverage rates and the resurgence of some epidemics that have recently caused the deaths of hundreds of children show not only weak management of activities at the central level, but also significant deficiencies at the decentralized level.
The short-term goal of this engagement is to increase immunisation coverage and equity goals, while strengthening the executive capacity of managers and other stakeholders in Ministries of Health.
Providing management and coordination skills to the Expanded Program on Immunisation (EPI) teams.
The Management Partner will be placed in the Executive Team of the immunisation team in Comoros. According to its official remit, the EPI is responsible for:
Managing the Expanded Program on Immunisation, at the central and national levels, in collaboration with the Ministry of Health and international partners respectively
Providing technical support to Regional Health Delegations as well as supervising and evaluating the implementation of local response plans
Assisting partners involved in the sectoral response,
Developing the strategy for the EPI communication,
Coordinating the epidemiological surveillance activities, and
Mobilizing and managing state funds available to the EPI.
Experience in the public sector,
Proven skills in managing health programs and a good knowledge of problems related to the implementation of programs in resource-limited settings,
Will be integrated into the EPID in Madagascar for a period of 18-24 months.
The MP will provide ongoing support to the Director and his/ her team for a more effective management of the ENP.
He/She will also work closely with Alliance Partners such as WHO and UNICEF, the Coordination Unit Project (CUP) and the Tax Officer (AF) among others.
Education & Experience Required:
Management Partner Competencies: The ideal candidate should have the following qualities:
Strong problem-solving and implementation skills;
Excellent interpersonal and coaching skills, high resilience and adaptability;
Private sector managerial experience, combined with global health experience (ideally vaccines or immunisation programmes); experience in management consulting with top firms a strong plus;
In-depth and capitalized knowledge of staff performance management tools and methods;
In-depth and capitalized knowledge of program management tools and methods, operational planning, budgeting, financial management cycles and procedures;
Strong knowledge in financial management;
Strong knowledge of the region – or specifically Madagascar and experience working in complex environments where resources are limited;
Relevant advanced degree (Master, MBA, Master in Public Health (MPH));
Fluent in French
Proficiency in English is a strong plus

Location: Antananarivo, Madagascar
Salary: Market related – Neg.
Report to: Senior Ministry of Health official, the Country Support Team, the Global Fund, and the Client team.
Contract duration: 24 months
