Rwanda, RwandaReference Number: 497 2006 MHU Job Description:The duties of Financial Controller relate to the effective financial management of corporate entities and operation in the exercise of sound budgeting and budgetary control practices, the operation of internal controls and the timely production of financial reports and such commercial and logistical management as is necessary for efficient operations. Responsibilities:Provide direct leadership to the accounting teams in Rwanda, managing the finance function of the Group’s assets.Managing accounting systems for all Rwandan operating businesses ensuring accounting transactions are correctly recorded in accordance with both local legislation and group accounting requirements and generally accepted accounting practices.Managing all aspects of tax compliance for Rwanda, including the necessary filings for both direct and indirect taxes, plus international tax compliance as required.Oversee monthly management accounting across the entities, including comparison to budget and the integration of both financial and non-financial data to ensure financial reports provide a suitable commentary to allow readers to understand the operations, revenues and costs and contingent exposures.Prepare of statutory annual financial statements in accordance with IFRS for submission to shareholders, tax, mining authorities and other regulatory authorities and plus overseeing the auditing thereof as required.Responsibility for the preparation and filing of all weekly, monthly, quarterly and annual returns for all regulatory bodies as required in Rwanda including the submission of all monthly and other returns for all taxes, the mines department, the Accountant General, the Rwanda Development Board and their related departments.Direct responsibility for the financial element of all budgeting and forecasting activities of the group, including annual budgets, life of mine plans and forecasting for the wider analyst/investor community, as required.Manage the treasury function, including short term treasury forecasts and payment plans, ensuring all fully authorised and only valid liabilities are settled in a timely manner.Continuously review information management systems to improve the quality of management data.Continuously review the internal control procedures to ensure adequate, relevant, suitable and cost effective control is in place as appropriate and required for acceptable levels of good corporate governanceTo take full responsibility and control over the entire system of internal management control, risk identification and assessment and reporting process including asset protectionTake responsibility for all financial reporting on mine, daily weekly, monthly, annually and as required by management, the Directors or any regulatory bodyEnsure financial reporting dove tails with all production and technical reporting and mirrors operational facts and reports issues of concernTake control over the preparation of the financial element of the budgeting and forecasting process working closely with mine management and DirectorsTake responsibility and ensure systems and procedures are in place for compliance with all labour, tax and local statutory reporting requirements including requirements under the mining licenses and shareholders agreementsEstablish protocols for control over the capital expenditure and mine development process together with mine managementBe fully familiar and up to date at all times with all important on mine activities and status of operations with particular reference to underground development actual development status and spend in relation to budgets and forecastsResponsible for all tax reporting, audit liaison and controlResponsibility for banking arrangements and all cash receipts and payment activitiesResponsibility for debt collection, stores control, liability recognition and insurance managementLogistics management of orders placed on suppliers for goods and servicesMaintain cordial relationships with all staff, contractors, local and all state authorities and local communities Requirements: Qualification and SkillRelevant tertiary degreeChartered Accountant or equivalent accounting qualification of standing, membership of or having attained the final stage qualification of CIMA (UK/International) would be consideredAt least 10 years post audit commercial experience with at least 5 years in underground mining / site basedCommercial experience (if not all in mining) should be in a manufacturing or trading environmentWorked on an underground mine as the senior admin manager/financial manager reporting to mine management or chief executive for at least two of the five yearsProven expat exposure in similar roleFamiliar with computerised accounting systems in use in the Group namely Accpac 500/Sage 300 including the GL, IC, (Peresoft) CB,PO, FR, IQ, AS, GLC and BX modulesHigh level of competence in the use of MS Excel including its macro facilities and their interface with Sage/Accpac FR and Crystal reports Benefits and Contractual
