I. GENERAL OVERVIEW OF POSITION 

1.1. General background:
Asmae is a French international solidarity NGO specialized in child development. It is independent, non-religious, non-political, and open to everyone. Created in 1980 by Sister Emmanuelle following her experience with garbage collectors in Egypt’s slums, Asmae keeps on respecting its founder’s values and methods: listening and proximity, pragmatism, respect of the differences, professionalism and reciprocity.
Asmae’s action aims to support vulnerable children and their families through providing tailor-made and long lasting support to local stakeholders working on education and child protection. Its vision, “A fair world which guarantees that children can live and grow with dignity within their environment, to become free women and men who contribute to society”, is broken down into four missions:

• Stimulate child development through a global approach. To do this, Asmae also works on family support by taking their environment into account;
• Build the capacity of local stakeholders involved in child development, boost cooperation amongst them and maximize their social impact;
• Stand up for children by raising awareness and advocating;
• Experiment, disseminate and share practices.
In 2018, Asmae supported education and child protection projects through 46 local organizations in Burkina-Faso, Egypt, India, Lebanon, Madagascar, Mali and the Philippines. Furthermore, in France, Asmae also directly manages a mother and childcare centre.

1.2. Background of Asmae in Egypt:
Asmae is registered under the Ministry of Solidarity since May 2015. Asmae with two local organizations: Basmet Amal and El Shehab in the fields of Prevention of school drop-out and underperformance, Prevention and care of children at risk and Support to children with disabilities. Activities are located in Haggana, Ezbet El Nakhl, and El Waraq in Cairo. A third partnership will be opened in Upper Egypt in 2019. Asmae’s team in Egypt is composed of nine members (1 Country Representative, 1 Project & Partnership Manager, 1 Administration and Finance Officer, 1 Project Officer, 1 Special Education Technical Advisor, 1 Child Development Technical Advisor, in addition to 1 interpreter/translator and 2 Research officers) working at our country office in Cairo.

II. MISSION
Under the direction of the Project and Partnership Manager (PPM), the Grants Officer will contribute to the implementation of the country strategy, under the overall guidance of the Project & Partnership Manager and the Country Representative. She/he will lead assigned project design and proposal development opportunities. The projects should be developed in coordination and with the active participation of staff members (in particular Technical Advisors on Special Education and Child Development), partners and other stakeholders interested in it.
She/he will also collaborate with the Administration and Finance Officer.

III. RESPONSIBILITIES
In line with Asmae’s values and response mode, the Grants Officer will be in charge of the responsibilities described below:

3.1 Proposal Development:
• Support the Country Representative and the Project and Partnership Manager in elaborating a fundraising strategy, including identification of donors and opportunities, and update of the donors mapping
• Lead the preparation of project concept notes, proposals, stakeholder analysis and logical frameworks as an integral part of any new programme planning process
• Lead the development of high quality proposals and budgets that are relevant to Asmae’s Strategy for 2018-2020 and include input from key stakeholders
• Contribute to all aspects of the proposal development process – including compilation/editing of the technical narrative, development of budgets and budget narratives, drafting of required annexes, etc.
• Strategically leverage private funding through designs addressing context needs, organisation capacities, and donor interests

3.2 Grant and Information Management:
• Update the donors’ folders with templates, guidelines and ensure the respect of deadlines and the compliance with donors guidelines and proposal requirements
• In collaboration with the Project and Partnership Manager and Country Representative, develop material suitable for use in a range of communications such as project sheets and briefing papers for a range of audiences, with the support of the Head Office departments on private fundraising and communication
• Attend meetings with programme partners, donors, NGOs, UN agencies and programme participants as required
• Maintain knowledge of grant agreement language and regulations, serving as a knowledge resource on donors and escalating questions where needed
• Share information with the grants officer based in the Head Office

3.3 Other:
• Participate and actively contribute in team meetings and seminars organised by Asmae
• Follow the local security and safety rules and procedures and participate to the security context analysis
• Any administrative or other tasks entrusted by the Project and Partnership Manager and/or the Country Representative (i.e.: organization of meetings or workshops)

Expériences / Formation du candidat Master’s degree in social work, social sciences, education or any related field

3 to 5 years technical experience with Grant application, management with an NGO or UN agency

Relevant work experience in partnership management in an international organisation

Proven competency with program design and proposal writing (including logical frameworks)

Proven competency in budget development and management

Previous experience with various donors financial policies and guidelines (DFID, EU, CIDA, UNICEF, and other institutional public and private donors)

Experience in the fields of education and/or child protection
