arche noVa (AN) is implementing projects for IDPs and host communities in NW Syria since September 2012.  We are now starting to work in NE Syria (Al Raqqa region) with the implementation of our projects in the sectors of WASH and Education, and we are therefore looking for a

Head of Programmes – Education Syria (d/f/m)

The responsibilities of the Head of Programmes (HoP) include operational and project management, financial management, communication and representation of arche noVa to the local authorities and the other local stakeholders. The HoP based in Erbil, Iraq, with frequent visits to projects sites in North East Syria – if security allows.

Position to be filled: as soon as possible

Responsibilities:

• Be responsible for planning, implementation, management, monitoring and evaluation of project activities as well as impacts of the projects
• Provide accurate and timely project-related reports
• Prepare future proposals as well as seek new funding opportunities
• Ensure Budget Control in cooperation with Finance Manager
• Be responsible for optimal use of logistical, financial and human resources
• Provide PR department at HQ with relevant material for the visibility of the project and further fundraising
• Be responsible for the organization and the monitoring of all procurement within the project in coordination with the Logistician
• Be responsible for interim and final reports in coordination with the head of mission
• Coordinate and link with partners, donors, stakeholders; proactively seek potential collaborations and funding opportunities
• Provide Human Resource Management/Team leading/on-the-job coaching
• Develop structures and processes
  

Requirements:

• A College or University degree in Humanitarian/Development Studies, International Relations, Education or related
• Minimum of 5 years demonstrated experience in international emergency and development project management (> 2 years in a leading position), including security management responsibilities in insecure / volatile environments
• Fluency in English (written and oral) and Arabic
• Experience in writing project proposals incl. budget and monitoring of those projects is an asset
• Solid analytical and problem-solving skills
• Excellent communication and networking capacities
• Ability to represent arche noVa in formal settings
• Ability to effectively lead an intercultural team
• Ability to work on establishing new organizational structures and procedures
• Flexibility, ability to work under stress and capacity to meet tight deadlines

Nice to have:

• Experience in Education
• Knowledge of German and Kurdish
• Awareness of the Syrian humanitarian, development, security and political context
• Working experience in the MENA context
• Knowledge of relevant donors with regards to funding and operation mechanisms especially on country level (like BMZ, ECHO, UN OCHA CBPF, UNDP, DFID, Unicef)
