Which team are you going to join?

Agence Française de Développement (AFD) is the French bilateral development financial institution, implementing France’s official development assistance to developing countries and overseas territories. In 2018, AFD Board has approved EUR 11.4bn of new funding, worldwide. AFD Group finances development projects in 108 countries via a network of 85 local agencies and regional offices. The AFD agency in Dar Es Salaam is in charge of all activities for AFD in Tanzania.

What will your role be?

The Project Officer in charge of the water and sanitation sector will develop, overview and manage AFD portfolio with the public stakeholders of the sector (Ministry of Water, Utilities) benefiting from AFD sovereign loans to the Government of Tanzania and other donor partners.

The Project Officer will work under the supervision of AFD Country Director. The Project Officer will be in close relationship with the Project Manager based in Paris.

During a transition period of six months, he or she will be in charge of a limited number of operations in the sector, working in close collaboration with the expatriate young professional (VI) currently dedicated to the water sector. He will thus take over the entire water and sanitation portfolio.

The position is in AFD Dar Es Salaam Agency. The main part of the assignment will be in Dar Es Salaam but some activities require to travel within the country and exceptionally outside the country.

The key responsibilities will be (inter-alia):

Follow-up and monitoring of AFD sovereign loans within the water and sanitation portfolio

Follow up and monitoring the implementation of the ongoing projects (procurement processes, decision processes, supervision of works…)

Handle relationships and correspondence with stakeholders

Responsible for the disbursement process for the ongoing projects in line with AFD procedures

Ensuring quality control and compliance with all AFD internal policies and procedures

Organization of AFD missions from the headquarters in the sector

2. identification / development of portfolio

Developing a pipeline of future projects considering Government priorities and AFD strategy

Writing Identification notes on potential projects

Preparing the required documentation for AFD’s appraisal process and negotiation of the Credit Facility Agreement

Following up on the existing appraisals

3. Sector dialogue and communication

Participation to Donor and stakeholders meetings related to the sector

Ensure a smooth and close dialogue with all public and private counterparts involved in the sector (Ministry, utilities, private companies, consultants, NGOs…)

Preparation of summary papers on the water and sanitation sector, regular updating of the AFD strategy on the water and sanitation sector in Tanzania

Ensure the communication related to AFD activity in the water and sanitation sector

Who are we looking for?

Engineer Degree preferably in the field of Water and Sanitation, or MBA

At least 5 years of proven professional experience preferably in water and sanitation sector or as project officer in a donor organization such as AFD

Language : fluent in English (Excellent communication and presentation skills and writing)

knowledge in French as an added advantage

Ability to work with individuals of different views, culture, nationality, gender and age

Experience in representation, and capacity to represent AFD effectively in external forums and high level meetings

High degree of personal commitment

Strong ability to cope with multiple demands and competing priorities under pressure

Competence with standard Microsoft Office software (Word, Excel, PowerPoint…) ;
