ACTED Iraq

Since 2003, ACTED has been working in Iraq to provide humanitarian support to vulnerable populations through a multi-sectoral response to the Syrian refugee crisis and the Iraqi mass displacement challenges. ACTED teams in Iraq implement a comprehensive response ranging from emergency and camp management activities to reconstruction, stabilization, and resilience programmes across 15 governorates.

You will be in charge of

OBJECTIVES

  1. Implement robust AME systems: Design and implement relevant consortium AME systems and mechanisms that are in line with global ACTED AME procedures and deliver effective research/outputs to inform timely decision making and the adoption of sound corrective measures.
  2. Learning: Ensure lessons learnt and best practices are discussed and documented within and among partner organizations.
  3. Implement Database and GIS systems: Ensure data on project beneficiaries, processes, progress, locations (GIS) and performance are effectively collected, entered, cleaned and validated, stored, transformed and presented in an efficient and effective manner in order to support timely decision making.
  4. Implement a Beneficiary Complaints and Response Mechanism: Contribute to the establishment and effective functioning of suitable beneficiary complaints and response mechanisms and enhance the trust and confidence of beneficiaries, identify areas of consortium work which need to be improved and ensure that all partners learn from the feedback provided through this process.
  5. Consortium M&E communication and coordination: Ensure the operation and delivery of AME functions through effective coordination of partner AME functions and provision of technical support

DUTIES AND RESPONSIBILITIES

1.Appraisal, Monitoring and Evaluation Systems

1.1. Consortium M&E design

a. Develop, update, and operationalize the Consortium AME workplan, based on project proposal, implementation plans, donor reporting requirements, consultations with partners and technical working groups as well as ACTED’s AME Handbook (as appropriate) Contribute to the development and management of a project monitoring information system to ensure effective collection, analysis, and amalgamation of project data (quantitative and qualitative)

1.2. M&E Implementation and Management

a. Implement the AME workplan and closely follow-up the performance and evolution of assessments, monitoring and evaluations (baselines, mid-terms, endlines, etc.) as required;

b. Develop and oversee the roll out of standardized M&E tools and methodologies (e.g. survey questionnaires, focus group discussions guides, key-informant interviews questionnaire, checklists, etc.) and data/information dissemination/utilization plans;

c. Maintain an electronic MIS for tracking and reporting all consortium quantitative data and information, including reporting on ACTED’s 16 global strategic program indicators;

d. Contribute to amendment request drafting, particularly logical-framework designs and formulation of SMART indicators, through analysis and interpretation of findings, as needed;

e. Implement any recommendation discussed and agreed with the Consortium Coordinator, ACTED Country AME Manager and ACTED Country Coordination team;

1.3. Information management and reporting

a. Track consortium progress towards program impact, outcomes, outputs and corresponding indicators

b. Coordinate data management, analyze data, and produce reports, factsheets, and presentations as necessary

c. Measure and report on qualitative and quantitative input, process, output, outcome, impact, objective, and goal-level performance indicators for the project;

d. Support the Consortium Coordinator and ACTED’s Project Development Unit by providing data and reviewing and consolidating quarterly progress and final reports to donors/stakeholders

2. Learning

a. Develop a learning strategy to maintain overview of lessons learnt, promote good practices and identify ways to strengthen the planning and M&E processes

b. Contribute to organizing and facilitating consortium learning events in field offices/partner level and compile best practices and lessons learnt in a centralized consortium learning database

c. Conduct field monitoring visits and document learnings and share lessons

d. Contribute to proactive dissemination and use of knowledge among partner organizations to enable mid-course correction throughout project cycle and scale up project successes

e. Keep ACTED Country AME Manager posted on the above, at a minimum sharing the Consortium Learning Database on a monthly basis.

f. Ensure that AME findings are reflected and their recommendations are incorporated in future amendments, concept notes, proposals and implementation plans;

3.Beneficiary Complaints and Response Mechanism

3.1. Oversight of the Beneficiary CRM

a. Ensure consortia members have functional Complaints and Response Mechanism (CRM) able to generate sufficient information and in line with ACTED standard beneficiary CRM procedures;

b. Ensure the effective functioning of the beneficiary CRM and that beneficiary complaints/feedback is adequately captured, analyzed, addressed and responded to in a timely manner and utilized by the program and coordination teams;

c. Oversee the proper management of the project CRM central database at consortium-level;

d. Report on the Consortium CRM to ACTED’s Country AME Manager and Consortium Coordinator on a monthly basis (narrative report and database), and immediately for sensitive cases;

f. Build capacity and understanding among the Consortium staff, partners and contractors on beneficiary accountability and CRM.

4. AME Consortium Communication and Coordination

a. Ensure that partners’ M&E team understand and are able to execute the Consortium AME workplan and provide technical support as needed

b. Organize and facilitate regular meeting with partners (bilaterally and as a consortium) on M&E and program processes, challenges, and way forward

c. Ensure a positive working environment and good team dynamics internally and externally, and manage potential tensions between partners’ M&E teams;

d. Coach, train, and mentor partner AME Officers, Assistants, Monitors and Enumerators with the aim of strengthening their technical capacity, exchanging knowledge within the AME team;

e. Coordinate MEAL consultancies like external evaluations

f. Represent the Consortium in different forums on AME-related issues, when required.

5.Other

a. Provide regular and timely updates on progress and challenges to supervisors, ACTED Country AME Manager, and other key stakeholders;

b. Participate in AME-related conferences and workshops where possible and stay up to date on best practices and new knowledge created in the field of AME;

c. Perform any other related activities as assigned by immediate line manager, including but not limited to need assessments, organizational learning and support to ACTED’s Country AMEU (upon request from ACTED’s Country AME Manager to the Consortium Coordinator).

Ville Erbil
Expériences / Formation du candidat Master degree, preferably in a development/humanitarian related field

At least 1-2 years of professional experience in humanitarian and/or development organisations;

Experience with participatory appraisals and project cycle management encouraged.

Good organizational and communication skills with international and national staff and rural communities.

Flexibility and adaptability are essential, as well as the ability to plan, take initiative and work independently and under pressure

Excellent communication and drafting skills in English

Knowledge of the region an asset

Familiarity with basic office software programs

  • Salary defined by the ACTED salary grid depending on education level, expertise, security level and experience
  • Living allowance of 300 USD
