Background

Action Contre la Faim (ACF) is currently implementing a project in Sittwe, Rakhine State, under the title “Development of psychometric tools to measure maternal mental health in a humanitarian framework.” Given the alarming rise in suicidality among internally displaced persons (IDPs) in the area, ACF is expanding the project to include a focused response addressing prevention, intervention, and postvention strategies.
This consultancy focuses on the prevention and postvention components, to be developed based on findings from a qualitative assessment (KIIs and FGDs) currently being planned with the support of a national consultant.

Objective of the Consultancy : 

To develop two key tools:

1. A community-level prevention awareness session/module on suicidality tailored to thehumanitarian context of IDP camps in Sittwe.
2. Postvention guidelines for frontline teams and community structures responding to deaths bysuicide.
These tools will inform ongoing MHPSS programming and staff training, and aim to strengthen local capacities to respond safely, ethically, and effectively.

 

Key Responsibilities

1. Review assessment findings and existing resources: Review preliminary analysis and raw findingsfrom the national qualitative assessment, as well as any relevant existing ACF tools, IASC andWHO materials, and global examples of suicide prevention and postvention adapted forhumanitarian settings.
2. Develop a community-level awareness module on suicide prevention: Draft a user-friendlydocument for community-based and program staff aligned with current awareness protocols.Ensure accessibility for use by community volunteers with low literacy training.
3. Draft operational postvention guidance: Develop a user-friendly document for community-basedand program staff with clear outline of immediate and medium-term steps following a death bysuicide. Address sensitive communication, support to bereaved families, community reactions,staff support, and links to referral pathways.
4. Develop a short training package for postvention guidelines.
5. Facilitate consultation with ACF teams: Present drafts to the MHPSS department for input andrevise tools based on provided feedback.

 

Expected Deliverables:
1. Draft and final version of the Suicide Prevention Awareness Module
2. Draft and final version of the Postvention Guidelines
3. Draft and final version of the Postvention Training package (facilitator guide, session plan, slidesor handouts, case scenarios)
4. Brief report summarising the consultancy process, development process and adaptations of thematerials.

Expériences / Formation

Qualifications and Experience

• Master’s degree in Clinical Psychology, Psychology, or Public Mental Health
• Proven experience in MHPSS programming in humanitarian settings, including counselling orpsychological support in humanitarian or low-resource settings.
• Experience working in Myanmar, Rakhine or similar contexts preferred.
• Familiarity with suicide prevention and postvention strategies, especially in low-resource orconflict-affected contexts.
• Excellent writing skills and ability to develop practical, field-level tools.
• Ability to work independently and meet deadlines remotely.

Salaire

Logistics Arrangement and Condition

• The consultant will be responsible to bring all necessary equipment: Laptop and computer accessories
• Under the consultant agreement, a month is defined as 22 working days, and fees are charged accordingly.Consultant are not paid for weekends
• Flight costs, transport costs, insurance cost and any other costs related to this work should be includedas part of the consultancy fees. This will be not be covered separately by Action Contre la Faim, althoughthe office can provide support for arrangements (such as flight bookings, hotel bookings, etc.);
• Consultants are not entitled to payment of overtime. All remuneration must be within the contractagreement;
• No contract may commence unless both Action Contre la Faim and the consultant sign the contract;
• As per Action Contre la Faim consultant policy, payment is made against approved deliverables. Noadvance payment is allowed unless in exceptional circumstances against bank guarantee, subject to amaximum of 20 per cent of the total contract value in cases where advance purchases, for example forsupplies or travel, may be necessary”;
• The candidate selected will be governed by and subject to Action Contre la Faim’s Terms and Conditionsfor individual contracts.”
