ACF recruits 01 HEAD OF HUMAN RESSOURCES DEPARTMENT

 

The Jordan mission is a young and dynamic mission, with large-scale WaSH, Livelihoods and Mental Health programmes being implemented in host communities and in refugees camp, in Irbid, Azraq and Madaba governorates. The Jordan country strategy combines humanitarian and development projects to address the needs of Syrian refugees and vulnerable Jordanian through an holistic approach. With a team of 12 international employees and around 130 national colleagues, the Action Against Hunger Jordan office manages a portfolio of projects for approx EUR 9 million, in response to the Syria crisis and its reverberating effects on development conditions in Jordan. Donor supporting these programmes range include the EU via MADAD, UNICEF, AFD, GIZ, SDC, and Taiwan.

Jordan is considered as a stable country where security conditions enable safe implementation of projects.

 

Length of contract: 12 months starting from 11th of july 2019

 

The position:

Under the supervision of the Country Director you are taking an active part in the Coordination team. You will be responsible to define Human Resources policy for the mission and coordinate its implementation and deployment throughout the mission in order to provide optimum support to programs.  You will fosters an enabling environment for team performance and individual development in line with ACF values and policies. More precisely, you will be in charge to:

 

  • Develop HR strategy and define policies accordingly
  • Set up an HR environment which fosters employee engagement, performance management, effective recruitment and career development
  • Supervise the staff administration and payroll (legal, external consultancy and normative support) at mission level
  • Ensure a coherent organization of work and establish a policy of compensation and benefits, Implement collective rules and communicate internally
  • Promote and ensure collaboration and coordination in Human Resources with the mission’s partners
  • Ensure compliance with HR standards, policies and regulations Prevent and manage cases of fraud and corruption
  • Define a nationalisation framework at country level

 

 

The applicant:

You hold a master in management, HR or business administration or related field, you have at least 5 years of experience in humanitarian/early recovery/development sector, with minimum 3 years at a similar position at field level.

You have substantial knowledge of social regulations and recruitment processes, and proven knowledge of HR procedures and practices You have experience in nationalisation, mentoring or coaching and eager to work on capacity  building with qualified national team and support nationalization.

You have an ability to work at both strategic and operational levels and you are recognized for your excellent interpersonal, organizational, multitasking, management and communication skills

Fluent English and strong computer literacy mandatory

 

Status: Long-term contract, provided by ACF according to the French legislation.

 

Remuneration and benefits :

  • Monthly gross salary from 1 805 € to 2 305 € upon experience.

+ Per diem and living allowance: 640 € (cf eurocost) net, field paid.

+ 12 % of monthly gross salary as country allowance.

+ 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.

+ Child allowance, limited to 5 children.

Accompanied status can be considered

 

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered

 

Medical coverage: 100% coverage of medical expenses + repatriation insurance.

 

Leaves and RnR:

  • 25 days of paid leaves per year.
  • + 20 RnR per year.
  • + 215 € at each RnR period (averagely every 2 months)
  • Coverage of the transportation expenses to the RnR area of reference.

 

Training :

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year).
  • Intermission Workshop once a year.
  • Opportunity of coaching (DP) or mentorship.
  • Participation to external trainings costs upon eligibility of the request.
