Job Code Title: DRUG CONTROL AND CRIME PREVENTION OFFICER

Organizational Setting and Reporting

The position is located within the United Nations Office on Drugs and Crime’s Regional Office for West and Central Africa (ROSEN) based in Dakar, Senegal. The incumbent will work under the overall guidance of the UNODC Regional Representative, ROSEN, work under the technical guidance of the ROSEN Head of Organized Crime, Illicit Trafficking and Terrorism Section, based in Dakar (Senegal) and the direct supervision of a Programme Coordinator, based in Abuja (Nigeria).

The incumbent will be responsible for implementing parts of the project ‘Support to ECOWAS Regional Action Plan on illicit drug trafficking, related organized crime and drug abuse in West Africa’.

Responsibilities

The incumbent will be responsible for the following specific duties:
• Carry out a range of functions in support of the project aimed at providing counter-narcotics technical assistance and computer-based training development;

• In close collaboration with relevant UNODC Headquarters’ Branches and Sections, design, implement, monitor and evaluate all assigned activities to be conducted within the framework of the project;

• Provide support and advice to the ECOWAS Drug Unit with regard to project/programme development, implementation, monitoring and evaluation in the area of counter-narcotics technical assistance and training;

• In collaboration with other project team members, liaise with the national authorities at the operational and mid-management level for the development of joint operations mechanisms in West Africa;

• When required, provide specialized substantive, operational and technical expertise to the national authorities;

• Prepare specialized materials, operational documents and technical publications to facilitate the implementation of parts of the project assigned;

• Lead and/or participate in assessment missions, including the provision of guidance to external consultants, government officials and other parties and the drafting of mission summaries;

• Contribute to all substantive and financial reports linked to the implementation of the parts of the project assigned, in particular quarterly, semi-annual and annual project progress reports, annual financial reports, etc.;

• Prepare/review all correspondence linked to the implementation of parts of the project assigned;

• Participate in the recruitment of personnel required for the implementation of the project by participating to panel interviews, by evaluating candidates’ applications and qualifications, by drafting/finalizing substantive recommendations and reports for submission to HRMS and/or Central Review bodies, by drafting terms of reference/job descriptions, etc.;
• Perform other work related duties as required.

Has good knowledge of the operational and institutional aspects of preventing and combating drug trafficking. Is able to identify issues, analyze and participate in the resolution of issues/problems.

Is familiar with training curricula development, counter-narcotics operations, international cooperation mechanisms, as well as with programme planning and implementation. Is able to apply UN rules, regulations, policies and guidelines in work situations. Is able to apply judgment in the context of assignments given, plan own work and manage conflicting priorities.

Education

An advanced university degree (Master’s degree or equivalent) in law, preferably with a specialization in criminal law (common law), economics, social sciences or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional experience in law enforcement and/or in project/programme management is required. Working experience, preferably as a law enforcement officer, in one or several UNODC mandate areas is desirable.

Practical experience in education and training activities in the law enforcement area, particularly in collaboration with relevant international organisation is highly desirable. Experience in coordinating and leading a team is desirable. Experience in working with UNODC project management tools is desirable. Work experience in a United Nations field office, particularly in West Africa, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in both English and French with proven drafting and communication skills is required. Working knowledge of Portuguese is an asset.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
