PURPOSE OF POSITION:
To provide overall leadership and technical oversight in resource mobilization, building evidence of impact of WV work in Sudan. To drive growth and diversification in resource acquisition and partnerships, particularly grant income for World Vision Sudan by engaging with partners, donors, governments, multilateral and private donors to achieve WV Sudan’s overall strategic objectives. Strategically supporting World Vision Sudan teams and partners by ensuring that all grant funded projects are implemented with high success and in close coordination with the Operations team. Enhancing donor communications, engagement, and confidence by strengthening and maintaining World Vision Sudan’s brand identity through regular engagement, ensuring donor compliance and supporting effective and efficient management of all grant-funded projects.
The Program Impact Evidence and Resource Development Director will ensure strategy objectives are met by providing leadership in the design and monitoring of all WV Sudan programs, and ensuring that teams of technical managers/experts are providing technical support and guidance to the operations department, which is responsible for the program implementation. Program design will be aligned with Our Promise and be continuously enhanced through both formal and informal reflection and learning processes, that are informed by strong data of impact and evidence with engagement of a range of internal and external stakeholders.
Ensure quality assurance and impact in programs through application of innovation and good practices, provision of monitoring tools, capacity building and management.
The success of this position will be evaluated based on mentioned vital success factors:
-Funding growth: Increased income through strategically influenced partnerships and funding strategies to Support WV Sudan’s country Strategy. Established diversified and sustained funding strategies, models and increased funding portfolio.
-Networking: Networked well with multiple-stakeholders internally and externally, and ensured effective management of donor intelligence. Enhanced donor relations and increased retention rates through a strategic pipeline of donor engagement.
-Proposal quality: A high percentage of WV Sudan program/projects that are consistent and fulfill the agreed quality standards for programs as defined by WV as well as donors.
-Program effectiveness and impact: Developed exceptional high quality quantitative and qualitative data collection methods and program monitoring tools to demonstrate high impact and results.

-Leadership: Exhibits the ability of managing a team of Program officers and technical specialists. Provide the Resource Development & Impact Evidence (RD&IE) department a united, visible, and strong leadership presence and instilling new strategic thinking and a culture of learning.
The role will ensure that WV Sudan is an externally facing organization, engaging a variety of stakeholders for the purposes of coordination, learning, income generation and grant management.
MAJOR RESPONSIBILITIES:
Strategy Engagement
-Support in the development/review of the Country Strategy in alignment with Our Promise.
-Support functional leads in cascading the strategy to departmental plans and targets.
-Develop and oversee effective and efficient implementation of resource development plan in line with the National Office strategy.
-Give strategic direction to the RDI&E department, ensuring that it remains innovative in business development.
-Lead the team to prioritise use of available time and resources through wise stewardship and to develop a sustainable portfolio of grant.
-Ensure that grant acquisition supports achievement of strategic priorities.
-Monitor National/Donor trends to maintain competitiveness.
-Ensure program portfolio is directed according to set management standards.
-Develop and monitor standards, guidelines and approaches for quality business development processes and monitor its compliance.
-Ensure there is a coordinated strategic engagement that identifies and prioritizes key external stakeholders and creates clear points of engagement locally, regionally, nationally and internationally.
Resource Acquisition:
-Provides leadership in proposal development according to donor specifications and WVS strategic sector focus.
-Lead the processes of resource mobilization to execute WV Sudan Strategy.
-Ensure that the Annual GAM Business Plan and targets are set in line with the WV Sudan National Program Strategy.
-Undertake and lead grants marketing plans.
-Provide leadership and management support in proposal writing, forming consortia and follow up with donors to ensure complete and smooth transition to the Operations team who implement the programs.
-Ensure that the proposal development and related processes include standardized approaches for budget, procurement and personnel planning and monitoring.
-Ensure that the resource acquisition management system effectively standardizes processes for identifying and establishing priority sectors and opportunities, assessing risk and managing project cycle.
-Ensure that all risk assessments for all identified opportunities are complete and that WV Sudan is compliant with all GAM related policies and procedures.
-Identify market opportunities, monitor donor trends and growing grant funding from governments and multilaterals in collaboration with the Regional Resources Acquisition and Management Team Leader and the WV support offices (SO’s).
-Oversee and manage the grant submission and acquisition process at country level, liaising with SOs and Regional office colleagues to ensure necessary program, financial and technical inputs (co-financing, compliance, thematic expertise, etc.)
-Ensuring that the office has a strong robust GAM knowledge management framework and system that is easily accessible to all staff.
Donor Engagement:
-Developing and coordinating WV Sudan Donor Cultivation Plans.
-Lead compilation and fine tuning of professional reports ensuring they are presented in a timely manner and meet donor / Support Office (SO) requirements.
-Build strong relationships and credibility with donors, using program impact and evidence base to inform program needs, policy revisions and strategic alliances with key stakeholders.
-Lead and guide the development of strategic funding relationships with key government and multilateral donors, liaising with colleagues in at the regional office and SO’s.
Program Effectiveness and Quality:
-Lead a team of technical/sectoral managers/experts that provide relevant technical support in the implementation of all our programs implemented by WV Sudan.
-Lead the development (and revision) of child well-being objectives in the WV Sudan national strategy in alignment to the Global strategic imperatives.
-In accordance with national strategy, lead overall program design and quality assurance through a team of Technical/ Sectoral Leads.
-Accountable for the development of Technical Program and other core program design processes (including grant projects) and ensuring alignment with Our Promise and WV Sudan Strategy.
-Ensure that all programs remain relevant, innovative and strategy focused through ongoing reflection and learning processes.
-Accountable for M&E processes within WV Sudan (according to LEAP 3 standards) and for ensuring that high quality data providing appropriate impact, evidence, accountability and achievements in accordance with set targets. Drive on going reviews and continued improvements.
-The position is also accountable for the bi-annual Child Well-being report.
-Accountable for ensuring strong information management for all program related (non-financial) information, including compliance with the Horizon MIS.
-Responsible to ensuring WV Sudan demonstrate evidence of impact of the programs through the production of Impact reports/CWBR as aligned to the WVI partnership.
-Ensuring all programs/projects are aligned to the Partnership Program quality standards and approaches.
-As appropriate ensure implementation fidelity of core project models.
-Establish an integrated monitoring system for all grants and projects implemented in WV Sudan as per the government and partnership standards.
-Ensure all projects and programs adhere to the Safeguarding policy and accountability systems-PAF.
Networking, Internal/External Coordination and Relationships:
-Build and strengthen networks and partnerships with strategically identified stakeholders to improve learning, influence competitiveness and visibility to realize sustainable impact on Child Well-being Aspirations.
-Strengthen and expand networking with government, donor, and NGO and UN bodies to coordinate WV’s work with theirs.
-Maintain good communication with and represent WV Sudan to Support Offices, key NGOs and Governmental Departments; Participate in joint agency assessments, task-force teams and workshops.
-Establish, roll out and manage protocols for coordinating communication between ministry units and support offices, key international and national donors and other stakeholders.
Staff Capacity Building and Structure:
-Analyze and adjust structure for cost, efficiency and effectiveness, determine ‘optimal’ grants portfolio package as well program cash flow.
-Define roles and responsibilities within WVS by creating essential core competencies and providing support to foster continuous and effective engagement of the grant program.
-Ensuring that GAM and extended NO staff are building their capacity for enhanced grant acquisition and management, including ensuring that world vision courses and resources are accessible and available for use.
-Develop strategies to attract and maintain staff numbers aligned to Grant portfolio.
-Provide leadership in facilitating a high performance management culture, open trustworthy staff relationships and integrity to enhance smooth staff relations and accountability.
-Provide leadership in staff capacity building in grants acquisition, management and grant compliance as per national, partnership and donor initiatives.
Strategic Reporting and Compliance :
-Remain sensitive to the political implications of WV’s activities, advising of any indications that the neutral and humanitarian nature of the work is being compromised.
-Ensures quality and timely preparation and submission of CWBR, divisional strategic plan, annual operations plan, monthly reports and budgets.
-Strategy reporting and dashboard management.
KNOWLEDGE, SKILLS & ABILITIES:
-A minimum of a BSc. in Development Studies or some related field ( Master is preferred).
-At least 7 years of experience in leading complex grants and programs. Significant experience of government donor relations and fundraising.
-Well informed on latest humanitarian trends and donor priorities.
-Deeper understanding in how proposal development and monitoring systems can be used for marketing purposes.
-A good understanding and preferably prior leadership experience in managing technical teams implementing Health & Nutrition, WASH, Food Security & livelihoods, Education and Child Protection.
-People management skills. Strong interpersonal and networking skills to work cross organizationally and with different cultures.
-Be a results orientated leader with the ability to handle a heavy work load, manage and satisfy multiple conflicting organizational, donor and other stakeholder demands.
-Ability to provide spiritual leadership to the team.
-Ability to communicate effectively.
-Working knowledge of programs/projects cycle management.
-Ability to maintain effective working relationships with all staff and other key partners.
-Demonstrate leadership and team building ability.
-Working knowledge of proposal writing and negotiation skills.
