PURPOSE OF POSITION:To strategically provide leadership, develop and direct the implementation of high quality and high impact Emergency Response Programmes in Central Mozambique. He/She will be responsible for the successful design, implementation, monitoring and funding of projects, while ensuring projects reflect World Vision´s Quality Standard commitments. The Zonal Director will ensure that strategy is meeting desired goals and objectives, is well coordinated and integrated with the National Office programmes. This position will also provide leadership to finance and support functions. World Vision Mozambique is currently implementing programmes in the following sectors: WASH, Protection, Health and Nutrition, Food and NFIs, Livelihoods and Education.
KEY RESPONSIBILITIES:
Leadership and Strategy Implementation:-Provide overall leadership, oversight and management support to the team to facilitate high performance culture, open trustworthy relationships and integrity.
-Consult with GAM Director to ensure strategic vision alignment with programme approach and operational planning.
-Implement and monitor the Response strategy and other Programmes that addresses humanitarian standards and WV strategic goals to meet community needs.
Relationship Building & Capacity Development:-Build and maintain relationships with key stakeholders in Sofala Province, including government, other NGOs.
-Provide coaching to direct reports to develop and build their capacity and ensure implementation of staff capacity building programs.
-Promote culture of learning and development, employee engagement and good stewardship.
Staffing & People Management:-Ensure the Zonal Programme is adequately staffed to support project implementation and guide operational scale-up.
-Conduct high-level workforce planning with P&C and mobilise surge functions as required.
-Oversee recruitment of the ZD’s direct reports.
-Ensure P&C develops performance planning and review core P&C processes.
-Ensure P&C establishes a staff care function.
-Consult with the national office to plan programme transition / integration.
Reporting & Funding:-Support Grant Acquisition processes including donor prepositioning and multi-stakeholder engagement for resource development.
-Provide oversight to funding allocation (PNS, grants, etc) to align with strategy and humanitarian needs.
-Ensure adequate funding to address humanitarian needs is acquired.
-Ensure internal and external reporting requirements are planned for and reports are prepared.
Financial Management:-Ensure financial and material (In-kind) resources are managed according to WV standards, donor and SO agreements.
-Ensure that programme and projects audits are planned and conducted as per WV audit regulations and donor government requirements.
-Ensure that audit reports are responded to and recommendations implemented.
-Identify risks to effective project implementation and develop effective risk management and risk mitigation plans.
KNOWLEDGE, SKILLS & ABILITIES:
Required:-5 – 7 years in leadership role in the humanitarian assistance and development sector.
-Demonstrated understanding of key humanitarian principles, standards and best practices.
-Experience in engaging with governmental institutions and multilateral agencies.
-Experience in managing humanitarian operations that facilitate innovation and calculated risk taking.
-Demonstrated working experience with large government institutions and multilateral donors/agencies like UN, UKaid, EU, USAID, CIDA, Australian Aid.
-Demonstrated strong leadership and governance skills and experience.
-Experience working with consortiums and management of sub grants.
-Must have extensive experience working in a multi-cultural environment and leading a large and diverse team.
-Proven ability in the management of large integrated grant-funded projects in complex environments.
-Strong presentation and report writing skills.
-Knowledge of WV financial systems including understand financial reports, financial monitoring and spending trend & pattern analysis.
-University degree in Humanitarian Studies , International Development or equivalent qualifications in grant management.
Preferred:-A Master’s degree preferred.
-Ability to present persuasively to Senior Leadership Team, staff, donors, NGOs, government officials, community leaders and other stakeholders.
-Experience in program management and implementation of multi-sectoral emergency response projects.
-Understanding of the international humanitarian system, particularly the systems, structures and key actors.
-Strong Understanding of Human Rights and Particularly Child Rights.
-Ability to lead strategic planning processes.
-Strong communication skills (oral and written) with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders.

-Ability to work in coordination with other humanitarian organizations.
-Ability to analyse and make decisions in challenging situations in the absence of specific guidance and/or full information.

-Ability to network and relate to donors, NGOs, counterparts, and government agencies
