Purpose of position:
The Operations Manager oversee Operations Team, providing direction, oversight and coordination to ensure that all programs are implemented to achieve desired results while adhering to humanitarian, donor and WVI standards, processes and budgets
Major Responsibilities:
Operations Management-Provide strategic and operational leadership for all operations teams and regularly report on progress to the Response Manager and the HEA Director.
-Support the Response Manager in developing and/or updating a strategy for WV Mali.
-Provide guidance in initiation, implementation and transitioning of projects as per World Vision standards.
-Ensure program planning is informed by technical standards and operational viability to meet humanitarian needs and program goals.
-Ensure quality and timely preparation and submission of projects’ operation plans, procurement plans, staffing plans and cash flows as per approved proposals and budgets.
-Regularly visit project sites (security permitting) to monitor and ensure quality and timely completion of all activities as per objectives, to meet agreed upon results.
-Implement response operations according to security and safety standards in force via WV security entities
-Monitor the entire grant management process and ensure proper accountability and compliance to donor requirements and regulations, including with sub-grant partners.
-Support improvement in program implementation and delivery, as well as reflection, learning, staff capacity building, and innovation in sectorial activities.

Ensure Stewardship and accountability of organizations’ resources (equipment, materials, finance and human resources).
Fundraising, partnering and networking-In collaboration with sector specialists, seek out opportunities and lead proposal development and submission to donors.
-Establish and maintain effective working relationships with government authorities, UN agencies, peer NGOs, donors and World Vision stakeholders.
-Maintain effective working relationships with donor, WV Support Offices and other relevant WV entities and stakeholders on operational and funding matters.
-Attend and contribute to specific operational cluster meetings as organized by the UN and other humanitarian actors.
-Identify, report and refer operational blockages caused by external actors to WV liaison bodies so that these are addressed via advocacy
-Liaise and coordinate with relevant government and local authorities

Staff Management-Help create a conducive working environment for staff and harmony between respective departments
-Determine project staffing requirements, develop plans for staff recruitment, orientation, training and development
-Conduct periodic reviews of staff performance and coach them to ensure high levels of motivation, commitment, capacity and teamwork.
-Participate in the recruitment process of project to ensure optimum service delivery through recruitment of competent and qualified staff.
-Develop terms of reference for all program consultants and ensure that they are fulfilling their tasks.

Finance and Budget Oversight-Ensure compliance of field operations as per approved policies, systems, procedures and internal controls.
-Ensure that all operations staff adhere to Partnership and National Office financial policies and guidelines.
-Help develop project budgets as well as overall response budgets.
-Coordinate and monitor financial and budget execution for maximum operational efficiency and timely financial reporting and accountability.
-Coordinate with support services for provision of adequate project resources as agreed in the approved budget.

Monitoring, Evaluation, Learning and Reporting-Oversee program’s monitoring and evaluation system, using data analysis as the basis for measuring performance.
-Track reporting deadlines for active grants and ensure that all Project Managers submit progress reports in a timely fashion.
-Review all quarterly, annually, and final reports before submission to donors.
-Coordinate and compile all projects’ progress report for reporting in WV Mali weekly update.
-Facilitate the preparation of lessons learned and disseminate to all relevant stakeholders.
-Facilitate surveys and assessments in other areas to expand response operations into other areas, security situation permitting.
-Make continuous analysis of rapidly changing external context, ensuring that lessons of sound practices are well documented and disseminated.

Others-Other duties as designated by the Response Manager or his/her delegate.

Effectiveness of the Advocacy, campaigns and Safeguarding Advisor will be measured by:-Evidence of effective integration of advocacy in NO strategies and implementation
-Evidence of support by WAR leadership that shows improved awareness, sensitivity and practice of advocacy and Safeguarding by the leadership of WV
-Evidence of effective interface with NOs, ADPs and communities (that is, face the customer)
-Evidence of applied learning on advocacy and Safeguarding across all areas of work
-Resource mobilization effectiveness
-Knowledge transfer to NOs and enhanced quality of technical support to NOs
-Evidence-based impact of policy influence around Our Promise 2030 Targets and CWBTs
-Innovation and creativity in delivery and towards program quality improvement
-Improved integration and coordination with NO activities
-Establishment of extensive value-added linkages and networks
-Governments/duty bearer responsiveness to community demands
-Existence of pro-child systems and structures at various levels

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
KNOWLEDGE, SKILLS AND ABILITIES
Master degree in Social Sciences, Public Administration, Public Policy, Development Studies or related area
At least 5 years relevant working experience in the development sector. Governance is preferred.
In addition the following knowledge, skills and abilities may be acquired through combination of formal schooling, self-education, prior experience, or on-job training:
Experience working in child protection: including child protection program design, implementation and monitoring; staff training and coaching.
Experience of developing and managing the implementation of Rights Based approaches.
Experience of managing empowering partnerships and other relationships.
Experienced in managing research projects and documentation
Sound knowledge of sectors-WASH, Health/Nutrition, Education, and how to influence the related policies
Experience in managing national and international campaigns.
Advocacy and Policy Work
-The appointee will have significant experience with working in multi-NGO environment and in coalitions on policy issues in relation to poverty eradication, complex humanitarian emergencies and governance.
-The appointee will be articulate both verbally and in writing, including the provision of policy analysis.
-The appointee will have the ability to work with and guide consultants in research and policy analysis.
-The appointee will have a minimum of 5 years practical experience in advocacy practice and influencing policy at national and regional levels.
Team Work
-Ability to maintain good relations and work effectively with other members of the Global Advocacy & Justice Team, global Child Protection/participation and Safeguarding teams as well as Regional Operations Team to ensure that World Vision presents a professional and efficient point of contact to regional institutions.
-Ability to maintain awareness of the activities of other members of the team to enable mutual support during times of high pressure activity.
-Ability to participate in and provide leadership to a virtual cross-functional Regional Team to ensure an integrated ministry approach.
-Ability and willingness to undertake any other activities designated by the Regional Leader that might be necessary for the efficient and effective performance by the team of its duties.
Other requirements-Perform other duties as assigned.
-Attend and participate in team building initiatives organized by the organization

Working Environment / Conditions:
Work environment: Office-based with frequent travel to the field, ability to work with large diversity of individuals and groups in rural and remote areas with diverse culture and believes.
Travel: 30% Domestic/international travel is required.
On call: Available for communication with partners and colleagues from diverse time zones
