Title: Food and Cash Project Manager

Purpose of the position:
To provide technical and direct management to the food aid and GIK/NFI program. To manage the receipt, storage, dispatch, distribution, monitoring, documentation, accounting and reporting of commodities within the standards established by World Vision and food aid donors. To ensure proper coordination with all other departments.
Major Responsibilities:
-Commodities Management· Develop and implement a comprehensive food aid operation plan.· Establish a commodity management system for all sites.· Provide direct management oversight to food aid GIK/NFI program.· Spearhead the investigation, development and negotiation of major food programs.· Play lead role in the management of the Emergency Response project in pre-positioning resources and staff.· Monitor shipments of food, arrange in land transport and ensure that losses are reported.· Review stock availability/requirements and confirm regular stock movements.· Make recommendations regarding re-direction of food to other destinations.· Coordinate with other sectors the food & GIK/NFI.
-Program implementation.· Provide management with program information on a timely basis.· Oversee warehouse management through respective manager to ensure safe, orderly and clean storage.· Manage food & GIK/NFI distribution teams and oversee random end-use monitors to verify distribution has occurred according to the intentions of the donor, WV and the partner, noting and reporting anomalies and abuses.· Participate in senior management activities including meetings, training activities, and others.
-Documentation· File claims for loss or damages, verifying their disposal according to expectation of donor and WV management.· Maintain complete lists of all program beneficiaries and reconcile with original consignments.
-Reporting and Representation· Liaise with donors and other food & GIK/NFI program agencies.· Liaise with Support Offices and all major food aid donors regarding food aid availability, increased levels of support, critical issues lobbying and other appropriate interface activities.· Represent World Vision to local and regional government officials and partner representatives.· Meet regularly with counter-parts, to coordinate efforts, obtain updates and/or resolve issues.· Produce required management and progress reports.· Prepare reports for donors, International Office and Support Offices.· Report all incidences that would affect program accomplishments.· Ensure loss reports are submitted on a timely basis.
-Financial Management· Prepare and manage a food logistics budget based on tonnage.· Prepare budget for upcoming programs.
-Human Resource Management and Performance Management· Engage in the identification and recruitment of food aid staff.· Ensure proper training and develop capacity building for commodity staff.· Ensure all staff is trained in reporting and documentation.· Guide staff to develop an individual operations plan (IOP).· Perform regular performance review based on IOP.· Promote and reward excellent work.
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Educational level required: University degree in social sciences or related field.
Knowledge Skills and Abilities:
-Demonstrated leadership, coaching, mentoring, and team building skills.· Strong problem solving, logistical and analytical skills.· Excellent English communication skills.· Ability to travel extensively, work in difficult situations, and manage a large, diverse portfolio of projects and activities.· Good understanding of World Vision and Sphere relief standards.· Knowledge of and adherence to the Red Cross and NGO Code of Conduct.· Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.· Ability to work in and contribute to team building environment.· Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.

Experience: 5 to 10 years’ experience working with food aid at all levels to include hands-on distribution, supervision, program development, donor negotiation, and senior management oversight.· Direct experience with and thorough working knowledge of food aid legislation and regulations of major donors.· Demonstrated experience in food aid planning, conceptualizing and advocacy
Working Environment / Conditions:
-Work environment: Office-based with frequent travel to the field
-Travel: 70% Domestic travel is required.
-On call: 5%
