Organizational context
In Cameroon, the WFP Cameroon Country Strategic Plan [CSP] (2018 – 2021 endeavours to ensure that targeted food-insecure and vulnerable populations benefit from more sustainable and inclusive food systems and increased resilience to shocks to meet their food and nutrition needs. Under this CSP, WFP will design and implement interventions to address food and nutrition security challenges, from production through to consumption.
In line with the CSP, WFP will apply its vast comparative advantages including experiences in delivery of food assistance to hundreds of thousands of the most vulnerable in timely, innovative, cost effective and sustainable ways, its deep field presence, logistics and supply chain, partnerships and relationships with national and regional authorities to; a) strengthen national systems and capacities to deliver food and nutrition security; b) contribute to greater efficiency in crisis response interventions; c) ensure access to nutritious food rather than provision while building the national capacities and systems for social protection, emergency preparedness and response and government-led programmes and services; and d) increase resilience by focusing on food systems  rather than access to food, through development of integrated solutions that can be scaled up by Government and the private sector. 
WFP in the East operates through its Field Offices in Bertoua and Batouri and, antenna in Garoua Boulai to ensure proximity with the beneficiaries. This position will be based in Bertoua.
What will you do?At this position, you will provide effective specialized support in cash transfer modality and technical analyses to policy and programme activities that effectively meet food assistance needs.

Key Responsibilities (not all-inclusive, nor exhaustive) :
Under the supervision of the Programme Policy Officer, you are responsible in the field offices of the design, implementation and the monitoring of Cash-based transfer activities. The following are the key deliverables:
 • Support the preparation, design, implementation and monitoring of CBT activities in collaboration with the relevant units (IT, finance, programme, security, procurement) in collaboration with the Head of Field Office, Programme Policy Officer and country office CBT Program Assistant; • Contribute to define the approach, design and implementation of CBT activities plans and processes, that complies with WFP policies, guidance and procedures; • Perform accurate, timely recording of data within the specific technical area of work (e.g. food security vulnerability assessments, markets and financial assessments) following corporate standards and guidelines; • Work and exchange information with all relevant units in the FO and CO to support effective collaboration and implementation of CBT activities; • Assist with the development of tools and coordination of data gathering and monitoring/assessment systems ensuring that rigorous quality standards are employed with the collaboration of monitoring and evaluation unit; • Track and assist with data analysis to provide input into reporting activities and contribute to the preparation of accurate and timely reporting on CBT; • Provide analytical and critical support on the reports of partners; • Support the identification of potential partners and partnership negotiations to ensure a collaborative and holistic approach to meeting CBT needs; • Act as a point of contact for resolution of general operational queries requesting assistance where necessary • Support the HoFO and PPO in the coordination of the Cash Working Group in the region and ensure that the priorities of the WFP are integrated into the topics exchanged; • Contribute to the development of information and communication CBT materials and support sensitization activities. Qualifications and Key requirements
Education : Completion of secondary school education (GCE A Level or Baccalaureat). Bachelor’s degree in any of the following disciplines is desirable; Project Management, Rural Development, Agriculture, Food Security, Inter-national Development, Development Economics, Micro Finance or Agricultural Economics.
Experience : At least 3 years of relevant professional experience in Project Management, Monitoring and Evaluation, cash-based transfers, or Programme Coordination in a humanitarian/ development context with NGO, UN Agencies or private sector. Professional experience in CBT would be an asset.
Language & IT :
 • Fluency in one official language (English or French) and practical knowledge of the other one. • Solid knowledge of Microsoft computer programmes including Excel, Word, PowerPoint, and Access would be an advantage.
