STANDARD MINIMUM QUALIFICATIONS
• Education:
o Master Degree in Social Science, International Affairs, International Law or other Fields Relevant to International Development/ Humanitarian assistance.
ORGANIZATIONAL CONTEXT
• The position are based located in Kinshasa , DRC and reports directly to the Head of the CBT Section and work under the global supervision of the Deputy Head of Programme ;
• Job holder at this level demonstrate leadership skills, capacity to coordinate. Candidate is expected to have the sense of responsibility and initiative to respond independently to queries with general guidance;
• There is a requirement to use judgment in dealing with unforeseen problems on a daily basis.
JOB PURPOSE
• To contribute to the management of CBT operations that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.
• Follow and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained ;
• Ensure that data on CBT distributed are regularly collected and consolidated for the monthly pipeline report produced and consolidated at country office level;
• Ensure and contribute to the preparation of accurate and timely reporting on programmes and activities, especially on CBT related reporting, that enables informed decision making and consistency of information presented to stakeholder ;
• Analyze monthly distribution plan submitted by Field Offices ;
• Control the quality and consistency of distribution lists received from Field Offices to be submitted for the Programme clearance ;
KEY ACCOUNTABILITIES (not all-inclusive)
– Follow-up in Wings transactions done or missing and ensure consistency between funds allocations and funds commitments; – Assist with the maintenance of WFP’s CBT platforms, including programming and reporting of CBT utilization; Provide a regular overview of the CBT ongoing activities, including operational outputs, resource utilization, challenges and lessons learned;- Represent WFP in the national Cash Working Group (CWG-n) and in different Task Forces set-up by the CWG-n; – Ensure the Secretariat of the WFP Cash-Based Transfer Working Group (CBT WG) Kinshasa; -Compile and submit to management the recommendations of the CBT WG in Kinshasa; -Support the design and implementation of CBT interventions at the CO level; -Support WFP field offices throughout the whole CBT project management cycle both on technical aspects as well as WFP Country-Office priorities and programmatic strategies; – Provide AOs and SOs with technical guidance for the effective review of partners proposals entailing CBT, and their budgets;- Organize field missions to support AOs and SOs for CBT based operations; -In order to perform the above-mentioned tasks, the incumbent will have to be able to carry out field missions on a regular basis during the period of the contract ; – Perform other related duties as assigned
OTHER SPECIFIC JOB REQUIREMENTS
Experience in the design and/or implementation of programmes deploying cash & voucher transfer modalities ;
Good understanding of project lifecycle, humanitarian principles and tools, programmes and transfer modalities;
In-depth knowledge of relevant field of specialization (food security, nutrition, humanitarian, development, social protection) is an asset;
Good conceptual and analytical capacity;
Leadership, management and negotiation skills;
Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision;
Ability to explain projects to field counterparts and communicate with Government and partners clearly and effectively, both orally and in writing;
Demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, host population, donors, NGOs and other UN agencies;
Ability to cope with situations which may threaten health or safety; flexibility in accepting work assignments outside normal desk description.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
 Education: Master Degree in Social Science, International Affairs, International Law or other fields relevant to international development/ humanitarian assistance.
Experience: At least 5 years of professional experience relevant to the position in addressing protection issues in humanitarian responses;
Experiences working in the field, in both development and emergency response, understanding the operational aspects of local, state and national level of food-security programs in complex conflict environments;
Experience in delivering trainings and debriefings; Knowledge of protection mainstreaming ; Experience in implementing protection programs in emergency contexts;
Language: Fluency (level C) in French language and at least intermediate knowledge (level B) English language.
