ABOUT WFP
The United Nations World Food Programme (WFP) is the largest humanitarian organization fighting hunger in the world. Since 1968, WFP has been working in Niger to support poor women, men, boys and girls. We aim at reaching the Zero Hunger Goal by 2030 by supporting the Government’s efforts on two fronts : saving lives and changing lives.
To save lives, we work in crisis affected areas. We are present in the Lake Chad Basin where the violence instigated by the conflict with Boko Haram has caused the displacement of thousands of people. This crisis has had a negative impact on the stability of the Diffa region, located in the southeast of Niger. Consequently, the local population has become more vulnerable to food insecurity. The situation around the border with Mali is also very volatile and increasingly instable. WFP provides food assistance in these areas to support victims of this conflict, refugees, displaced persons, returnees and host local populations.
To change lives, we work throughout Niger to make people more resilient to shocks, particularly those induced by climate change, which threaten the agricultural production and livelihoods of the most vulnerable Nigeriens. Our package of integrated activities covers nutrition, school canteens and technical assistance for land restoration. WFP purchases part of its food supplies locally and from smallholder farmers in order to revitalize the national and local economy. We focus on capacity building with the government and communities, victims of repeated shocks. People manage to break the vicious circle of poverty and look towards a better future for themselves and their children.
WFP manages the United Nations Humanitarian Air Services (UNHAS). Some regions are far from the capital and more difficult to reach. Thanks to its aircrafts, UNHAS enables all humanitarian personnel working in Niger to quickly and safely reach locations where they have ongoing operations. It enables us to reach vulnerable people even in the most remote areas.
Independent studies have shown that WFP’s interventions in Niger are bearing positive effects on the population. These results confirm that our efforts in support of the Government contribute, with the help of our donors, to the development of Niger.

JOB DESCRIPTION
Title: Budget and Programming Officer
Step/Contract type: NOB/Fixed-term
Duty Station: Niamey
Number of position: 1
Job Purpose: To deliver budget and resources analysis and programming activities and/or provide support in the Country Office (CO), partnering with managers to apply best practice approaches that support the efficient, effective and compliant utilisation of funds.
KEY ACCOUNTABILITIES (not all-inclusive)
• Support Head of BPU in development of the plans for budget and programming activities, ensuring that objectives are achieved in compliance with WFP corporate standards;
• Create and review project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimize resources.
• Analyze, monitor and provide advice on fund utilization, and advance financing, loan and borrowing/repayment and refinancing arrangements; advise CO management team on approaching deadlines for unassigned funds and potential resource shortfalls/surpluses, and proposing appropriate solutions.
• Review and Monitor the resource pipeline to maximize operational effectiveness, following standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools.
• Collate and analyses data for the preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.
• Support the capacity building of WFP staff, including portfolio managers in fund & pipeline management and operational planning through providing training as required and materials, manuals and guidelines.
• Monitor use of funds, resource allocation, actions related to project closure and resource transfer
• Monitor budget and project documentation and ensure that data is recorded in internal systems according to procedures
• Review and periodically develop accurate projections of food assistance and cash flow pipelines to identify gaps in line with the needs of the different operational programs.
• Advise on the allocation of resources based on the severity of pipeline shortages, using the appropriate pipeline tools.

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Business Administration, Finance, Economics or First University degree with additional years of related work experience in financial analysis, budget elaboration, monitoring and coordination.
Language : Fluency in both verbal and written French and English
Computer skills: Proficiency in MS Office (Word,Excel,PowerPoint).
DESIRED QUALIFICATIONS
• Three years of relevant work experience in the fields of Resources Management, downstream Pipeline Management, Programming, Budget and financial planning ;
• Proven experience working cross functionally to address resource issues and managing significant budgets, preparing and reviewing budgets and reports for management or other analytical reports to support decision making;
• Experience in developing operational or office related budgets   and producing consolidated pipeline information, budgets, supply chain and operational plans.
• Knowledge of financial systems/finance modules of enterprise resource planning (ERP) such as Oracle, SAP, People soft or similar software;
• Knowledge and advanced skills in Excel or similar software.
• Very good analytical, technical coordination, planning and organization skills
