Background and Rationale

WFP has recently launched a Protection and AAP Policy at the global level.
This policy set out to embed protection in the organization’s work in conflict situations and disaster response in order to improve the impact of food assistance on people whose rights are threatened by violations and abuses.
WFP acknowledges that it is required to prevent and respond to protection risks associated with hunger and WFP programmes in all contexts and to craft successful protection outcomes for affected populations.
Accountability to affected populations is a necessary condition for attaining this objective and for its efforts to achieve Sustainable Development Goal 2: End hunger, achieve food security and improved nutrition, and promote sustainable agriculture.
Systematic engagement with affected populations, internal and external accountability measures and inclusion – essential to meeting WFP’s strategic objectives and its requirements under the United Nations foundational pillars of human rights, peace and security, and development – means ensuring that affected communities, especially individuals most at risk, have a role in shaping and informing humanitarian and development action.

Countries across the Sahel region are facing a crisis of unprecedented scale and complexity.
The already fragile context, experiencing cyclical hunger seasons, is being further destabilized due to conflicts that are resulting in the forced displacement of populations and creating a rapidly expanding humanitarian crisis across the region.
National budgets otherwise allocated to education, health and agriculture, are being diverted to address humanitarian needs.
Despite these efforts, there is clear evidence that the insecurity and violence is escalating, and the number of conflict-affected people is projected to significantly increase in the coming months.
Today, more than 20 million people in the Sahel need humanitarian assistance.

WFP is currently rolling out its standardized Complains and Feedback Mechanisms standardization process (CFM) with a special focus on Chad, Burkina Faso and Niger.

Location and Duration of Assignment

The Roving AAP officer will be deployed to Chad, Burkina Faso and finally to Niger to provide support to WFP teams and cooperative partners at the field level.

Responsibilities

Under the guidance of the Regional Humanitarian Policy Advisor, the AAP officer will:

• Conception and implementation of accountability towards affected population strategy:

1. Ensure the effective implementation of Accountability to affected Population, including through functional Complain and Feedback Mechanism, consultations and information provision.

2. Develop new adequate channels based on communities’ preferences

3. Develop SOPs for the CFM that include all channels used by beneficiaries to provide feed-back

4. Provide guidance in developing communication material for communication with engagement that is context-specific and inclusive.

5. Set-up internal systems that allow integrating feed-back received via CFM, Post-Distribution Monitorings (PDMs) and other monitoring and evaluation tools into the project cycle, from design to implementation.

6. Provide trainings to CFM staff and call center staff on receiving and handling complaints including related to Sexual Exploitation and Abuse in a confidential manner.

Requirements

• Advanced degree in Social science, international law, human rights or public policy;
• 3-5 years of on the ground relevant experience;
• Experience in setting up complaint and feed-back mechanisms
• Fluent in French, working knowledge of English;
• Knowledge of Sahel humanitarian and socio-economical contexts is a plus.
