ORGANIZATIONAL CONTEXTWFP is recruiting Programme Assistant – Nutrition to replenish roasters in its Country Office(COs), Sub Office, and Field Offices. Eligibility to the roster and subsequent eligibility for contracts at the G.4 level will depend on candidates meeting the minimum requirements for the positions, the terms of references of the assignment and the scores achieved in test and interview. The Job holders report to a Head of the Unit or the designate.
At this level job holders are expected to take responsibility for the completion of a range of processes and activities requiring interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other staff.
JOB PURPOSETo perform specialized and/or standardized policy and programme-related processes and activities to support the effective deliver food asssitance , transfer modality, nutrition, school feeding, emergency programming.
KEY ACCOUNTABILITIES (not all-inclusive) • Support to the SO’s nutrition specific and nutrition sensitive programme including assessment analysis and reporting • Support the strengthening of national nutrition initiatives, including implementation of action plans, protocols and guidelines in line with the SUN Movement and international guidance and current evidence. • Work with staff in procurement, logistics, finance, other programme units and other divisions to ensure effective design and delivery of WFP nutrition programming. • Provide support for operational partnerships, including inter-agency collaboration, to ensure a strong multi-sectorial response to nutrition in both emergency and non-emergency settings. • Support accurate and timely reporting and learning, contributing to a knowledge base that informs decision making of WFP and other stakeholders. • Design, conduct and communicate the nutrition situation clearly and effectively to nutritionstakeholders. • Under guidance of the HoSO, represent WFP at regional, national and international meetings to contribute in technical discussions, exchange experiences, advocate for nutrition interventions and identify areas of potential collaboration. • Support the monitoring and evaluation of WFP activities, provide technical analysis, andinterpretation. • Act in an assigned emergency response capacity as required to meet emergency food assistance needs. • Other Responsibilities • Take the responsibility of acting as a focal point for compiling the outcome data from the monthly TSF woredas • Take responsibility for updating, allocation data flow and subsequent food movement as well as producing a narrative analysis as per the agreed frequency • Act as an alternate to the processing of NGO collaboration and following up and involve in the monitoring and supervision of NGO implementation Undertake and lead training and technical review meetings of the IMAM in the regions • Ensure quality of data/ monthly statistics collected from the second generation woredas in the regions (Amhara) • Ensure professional working relationship between WFP SO, CO and DRMCs through provision of technical guidance in planning and monitoring of TSF activities including implementation of a monitoring at SO and RHB and DRMC level) • Support the SO for improved dialogue with counterpart government offices Health, DRMC as well as NGO’s for better linkages and partnership on the ground • Participate in regional coordination meeting (ENCU/MANTF and HNTF) and share minutes of the meeting • Jointly plan field visit to TSF sites with SO and regional coordination staff; produce and review reports • Facilitate donor missions in consultation with SO and regional coordination staff • Facilitate regional missions, workshop/training, and meetings in consultation with the SO • Provide technical guidance to MAs monitoring visits; ensure that TSF-related information/guidance is provided to new field staff, analyze and provide feed backs on SO reports, including monthly SITREP • Facilitate the organization of required training for counterpart staff on planning, implementation, monitoring and evaluation and reporting phase of the project cycle; when necessary, assess regional capacity limitation and provide special support as necessary • Attend regional multi-sectoral coordination meeting and advocate for inclusion of nutrition sensitive programming discussions on the agenda. • Conduct capacity assessment on nutrition sensitive implementation and sub capacity building activities of the same. • Lead and follow up on the implementation of nutrition sensitive action plans at sub office level. • Ensure reporting of nutrition sensitive actions by sub office including in bi-weekly operational meetings. • Support review of FLA’s and MOUs from the Partners and ensure nutrition integration.
STANDARD MINIMUM QUALIFICATIONSEducation : Undergraduate degree (Bachelor’s or equivalent) in a relevant area
Experience :Four or more years of progressively responsible work experience in the relative business stream.
Experience in Nutrition, Public Health and other related fields
Language : Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
Knowledge & Skills :
• Proficient in the use of office equipment and computer software packages, such as Microsoft Word. • Knowledge of work routines and methods in order to complete processes under minimal supervision. • Uses tact and courtesy to give and receive information to a wide range of individuals. • Ability to offer guidance or basic on-the-job training to more junior staff.
