REGIONAL BUREAU DAKAR (RBD)
The WFP Regional Bureau for West and Central Africa region is based in Dakar, Senegal. It supports 19 Country Offices (CO) in their programme delivery. The Regional Bureau for West and Central Africa (RB) core functions are to provide strategic guidance, technical support and operational oversight. By providing guidance and policy support to COs, the Regional Bureau for West and Central Africa ensures clear communication at management level between Headquarters (HQ) and COs, including advisory support to improve the quality of programme implementation, positioning and fundraising efforts. Significant work of the Regional Bureau for West and Central Africa is around technical support provided to COs, notably to ensure the quality of project design, to facilitate the sharing of technical resources and enhance CO’s staff capacity. WFP Regional Bureau for West and Central Africa also advocates for assessing and recommending appropriate actions to strengthen the capacities of Governments and National actors involved in achieving Strategic Development Goal 2 (Zero Hunger), foster the linkages between national academics, research entities and WFP operations. The Regional Bureau for West and Central Africa works to strengthen emergency preparedness and response capacities across the region to strategically position WFP as the leading organization responding to emergencies. 
The Regional Bureau Dakar for West and Central Africa provides support and oversight to a combined portfolio of WFP’s most complex protracted emergency operations and development programmes. The region showcases WFP’s diverse toolbox from responding to needs of internally displaced populations, refugees, health-related emergencies to resilience and peace-building interventions under the triple-nexus agenda. The activities range across emergency, recovery and development interventions supporting governments and various partners.
MAIN ACCOUNTABILITIES/RESPONSIBILITIES:
This position provides support to the Regional Director in the execution of his oversight and management responsibilities in general and also serves as a Desk Officer for the coastal countries of West and Central Africa (Benin, Guinea, Ghana, Côte d’Ivoire, Guinea-Bissau, Gambia, Sierra Leone, Liberia, Senegal, São Tomé and Príncipe and Togo). It offers the opportunity to leverage WFP’s significant operational capacities to advance the development agenda in the coastal countries, develop partnerships with non-traditional actors, engage in innovative programming and provide coordination support. This position reports to the Regional Director.
 • Provide support to the Coastal countries in the design, planning, implementation, monitoring and evaluation of country programmes, with a focus on promoting best practices, advocacy & learning; • Support and participate in the development and review of Country Strategic Plans and a Sub-Regional Strategy for Coastal Countries; • Serve as a subject-matter expert on current programmes and political, economic and social analysis of coastal countries; • Identify and build productive relationships with partners engaged in the coastal countries at the country, regional and global levels as appropriate, to effectively position to achieve country goals; • Follow up on queries to and from the costal countries with relevant units – i.e. Programme, Supply Chain, Human Resources and Technology; • Contribute to the improvement of the funding situation in the Coastal countries and coordinate sub-regional funding strategies, including participating in relevant fora and meetings and liaising with relevant Regional Bureau units; • In close coordination with partnership colleagues, advise coastal country management teams in the development of funding strategies; • Support the Regional Director to ensure that evaluation, audit and compliance recommendations are efficiently implemented within the coastal countries; • Contribute towards staff training and organisational learning in assigned countries through participation at and facilitation of workshops, learning series and talks; • Support advocacy, communications and visibility activities for coastal countries by liaising with relevant units. Required/Must Have Experience & Skills
 • At least 8 years of international experience working in development cooperation and/or humanitarian assistance; • Experience in management or programme strategy of a country programme in a developmental context; • Gained a multitude of experiences through various roles at the regional or country level • Knowledge of and experience with monitoring and evaluation functions; • Demonstrated ability to deliver change and results in a variety of different contexts; • Fluency in English and intermediate level of French (Level B). Desirable/Nice have Requirements
 • Experience in an emergency context is a strong asset; • Understanding of broader UN institutions and experience of recent UN Reform processes is desirable; • Knowledge of and experience with designing and implementing Social Safety Nets, Humanitarian-Development Nexus and Climate related programming; •Managed fundraising initiatives which have had a significant positive impact within area of responsibility. VA Number : 126441

Terms and Conditions
Mobility is, and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a Fixed-Term contract with a probationary period of one year.
