The World Food Programme Somalia activities include relief assistance, safety-net support including school feeding, nutrition programmes and livelihood support through provision of in-kind and cash-based transfers and capacity strengthening.

Duties and Responsibilities :
Under the guidance and direct supervision of the Transfers Management Team leader, the incumbent will be responsible for the following duties :
• Assist to ensure that cash-based transfers (CBT) and related processes within Somalia Country Office are run according to WFP corporate guidelines, standards and procedures;• Collaborate closely with different WFP functional units to ensure coordinated design and implementation of cash, voucher and in-kind food transfers;• Provide effective support to Area Offices in SCOPE related activities to strengthen planning and timely implementation of CBT and In-Kind programming through SCOPE;• Collaborate closely with M&E Unit and Communication focal points, to receive and analyze feedback from beneficiaries, and provide appropriate responses;• Review all Cooperating Partner proposals for CBT and SCOPE related issues and provide feedback for Cooperating Partner Committee review;• Contribute to the preparation of accurate reporting on CBT programmes and activities that enable informed decision making and assist in compiling monthly statistics, required data and figures extracted from SCOPE;• Assist in establishing and refining Standard Operating Procedures and internal controls related to CBT;• Assist in reviewing and monitoring interventions in SCOPE, document lessons learned;• Participate in WFP’s internal CBT Working Group meetings and follow-up action points;• Undertake field missions to assist Area Offices in CBT and SCOPE related activities;• Perform other duties as the need arises.
Minimum Qualifications :
Education : University degree in one or more of the following disciplines: economics, international affairs, business administration, social sciences, or development studies.
Experience : At least three years of postgraduate professional experience in cash-based transfer programming and technology solutions for humanitarian programming.
Language : Fluency in both oral and written communication in English is a requirement. Knowledge & Skills : 
• Knowledge and experience in delivery of cash-based interventions;• Ability to write quality reports and policy documents;• Ability to work independently with minimum supervision;• Experience in collaborating across functional units and externally with cooperating partner entities;• Experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems;• General knowledge of UN system policies, rules, regulations and procedures governing area of work.
