ORGANIZATIONAL CONTEXT
WFP South Sudan’s Safety Nets & Resilience (SN&R) team – as part of the Programme Unit – is responsible for the implementation of school feeding, food assistance for assets (FFA), Smallholder Agricultural Market Support (SAMS) and urban safety nets programmes. Overall, SN&R activities support nearly 1.5 million people across South Sudan under Activity 4 of WFP’s Interim Country Strategic Plan (ICSP), 2018-2020.
Under the supervision of the urban programme coordinator within SN&R, the Programme Associate will support implementation of WFP’s urban safety nets programmes, including their planning, implementation, and monitoring. The staff member will be based in WFP’s Country Office in Juba but should be willing and able to travel to any of WFP’s field offices on short missions to support WFP field offices and partners in the urban programmes.
JOB PURPOSE
To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.
STANDARD MINIMUM QUALIFICATIONS
• Completion of a secondary school education. Completion of a university degree in social sciences, economics, or a related field desirable.
• Minimum six years work experience in a related field.
• Fluency in both oral and written communication in English. Working knowledge of another language commonly spoken in South Sudan desirable.

KEY ACCOUNTABILITIES (not all-inclusive)
1. Assist in the development and implementation of urban safety nets activities and processes within the specific area of work, while supporting alignment with wider safety nets and resilience programme policies and guidelines.
2. Contribute to project management to urban safety nets programmes to ensure that the various activities are performed within the established targets.
3. Prepare a range of reports and database for food assistance needs, programme status, performance and highlight trends/issues, ensuring deliverables adhere to corporate standards and quality control.
4. Ensure accurate and timely recording of data within urban safety nets programmes and consistency of information presented to stakeholders.
5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
6. Support coordination and communication with cooperating partners, UN agencies, NGOs and government institutions to ensure efficient delivery of food assistance.
7. Support the capacity building of WFP staff, cooperating partners and national government to enhance the quality of the urban programmes.
8. Act as a point of contact for resolution of a range of operational queries and problems for urban safety nets programme within a specific technical area of responsibility.
9. Any other related duties as required

• Experience contributing to programme design, implementation and monitoring.
PERFORMANCE INDICATORS
• Improved partners’ performance in the delivery of the urban programmes.
• Well supported partnership processes with timely finalization of field level agreements (FLA)
• Well managed pipeline with timely deliveries to beneficiaries, retailers, and/or reimbursement to financial service providers
• Timely and high-quality reports submitted, highlighting key lessons learnt in the projects with practical recommendations for improved programme performance.
