The World Food Programme (WFP) in Mozambique made the transition to the Country Strategic Plan (CSP) in 2017. Through the CSP, WFP Mozambique is committed to assist Shock affected people in the country as to enable them to meet their basic food and nutrition needs during and immediately after a crisis. Gaza Province has been repeatedly affected by seasonal droughts which results in chronic and acute food insecurity among thousands of families in more than half of the districts in the province. As part of its emergency response in Gaza, WFP Mozambique will cooperate with the local authorities, in particular with INAS, to assist with an unconditional transfer of cash/voucher the most vulnerable and food insecure families, in selected districts. As this is a relatively new approach to what WFP Gaza sub-office has been implementing, and given that the programme is set to start in November 2019 and there are several activities that need to take place before November to ensure a smooth implementation, the sub-office seeks to recruit a Programme Assistant (G5) that will manage the lean season emergency response with INAS (social protection) in the Province.
Education: Completion of secondary school education. A post-secondary certificate in the area of food security, agriculture/livestock, humanitarian assistance, or/and other relevant areas is desirable.
Language: Fluency in both oral and written communication in English and Portuguese.
These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate.
At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.
To support the sub-office to implement specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of emergency assistance packages.
KEY ACCOUNTABILITIES (not all-inclusive)
• Perform specialized and standardised processes and activities for the implementation of resilience programmes, following the project documents, and in line with wider programme policies and guidelines.
• Provide project management and general office support to the lean season emergency response projects with INAS (Activity 3 of the CSP), as to meet the established targets and WFP’s policies and procedures.
• Support the sub-office and its cooperating partners in designing and verifying compliance of emergency social protection projects, within the area of expertise.
• Develop detailed schedule of activities indicating timeframes and clear roles and responsibilities.
• Provide technical and programatic support to cooperating parners, government counterparts, and WFP field staff (including field monitors) on the setup, implementation, and monitoring of the emergency response projects through unconditional cash-based transfers, including the ensuring the quality and timeliness of monthly reports.
• In coordination with internal counterparts, compile data and support analysis and preparation of reports for the emergency interventions, under Activity 3 in partnership with INAS (e.g. resource utilization, programme status, performance, …) in order to support operational decision-making.
• Perform accurate, timely recording of data for the emergency programmes (e.g. food security and vulnerability assessments, market and retailer assessments, cash/vouchers feasibility assessments, etc) following corporate standards and guidelines.

• Good knowledge of working softwares such as Microsoft (Word and Excel), and other online and offline database softwares.
• Sufficient knowledge in the socal protection sector is preferable.
• Demonstrated knowled of the cash/vouchers transfers systems.
• Demonstrated capacity/hands-on experience in capacity building of field staff is desirable.
