WFP Kenya Country Strategic Plan (CSP) 2018-2023 was approved in June 2018 and went live in July 2018. The   CSP has been designed to meet corporate Monitoring and Evaluation requirements. Some of the requirements are new and include a mid-term review for the entire CSP and at least 50% of the portfolio to be evaluated through decentralized (Country led) evaluations in the lifetime of the CSP.  More importantly, the CSP requires strengthening of outcome and process monitoring functions for all activities. The reviews and decentralized evaluations are new and now form one of the critical functions of Kenya Country office M&E unit.
JOB PURPOSEThe primary purpose of the position is to support management of process/activity monitoring for all CSP activities, supporting M&E reporting while ensuring both data and reports are timely, complete and of good quality. It is very critical that process monitoring generates evidence, documented as key findings and recommendations to inform activity implementation improvement as such, it will be critical for the findings and recommendations to be shared widely with key stakeholders and follow up of implementation done. The position will support provision of technical support to field offices, development and updating of M&E tools and guidelines and liaison with activity and outcome managers on activity monitoring processes. The position will work with the head of unit to support management of baselines, evaluations, reviews and outcome monitoring processes.   
ORGANIZATIONAL CONTEXTThese jobs are found primarily in Country and Field Offices and report to the Deputy Country Director, Head of Programme or the designate, and operate under technical guidance from Performance Management & Monitoring Division and Office of Evaluation. Job holders are likely to be part of a team where senior support is readily available and may supervise a small number of junior staff to ensure that activities and project objectives are achieved in full.
KEY ACCOUNTABILITIES (not all-inclusive)• The key outputs will be :
• Strengthened process monitoring with timely quality M&E data and reports.• Enhanced utility of M&E products through innovative mechanisms for sharing M&E findings• Outcome managers, activity managers and CO management have timely information on the perfomance of CSP activities.• Timely baselines, outcome monitoring and review reports• M&E guidelines revised, updated and implemented• Revised M&E tools to aligned of CSP and CRF• Provision of timely inputs for corporate and donor reporting• Technical support and guidance provided to field offices, activity and outcome teams• Support provided to APP process ensuring timely inputs are provided by the functional areas• M&E systems for innovation activities developed and implemented• Supervision provided to analyst and day to day technical supervision and support provided to senior M&E associate and M&E assistant.• Oversee work of enumerators and consultants.  • Support partnership engagement with UNDAF M&E technical working group, RegionalM&E unit, regional Evaluation unit.

STANDARD MINIMUM QUALIFICATIONS• University degree in one or more of the following disciplines: M&E, statistics, nutrition, economics, agriculture, international affairs, social sciences, development studies, project management and or similar relevant disciplines• At least five year post graduate working experience with UN agencies or other International Development Organisation in the areas of M&E, VAM, project management and or information systems.• Thorough knowledge and understanding and practical experience in designing and implementing monitoring and evaluation systems, as well as a high level of analytical capability, data analysis, excellent writing and oral presentation skills and excellent interpersonal skills.• Computer skills in word processing, spreadsheet applications (MS-Word, Excel, etc.) and statistical analysis software’s for both quantitative and qualitative analysis. • Ability to plan and organize work and supervise staff; resourcefulness, initiative, the maturity of judgment, tact and ability to establish and maintain effective working relations with persons of different national and cultural backgrounds.• People’s skills and emotional intelligence.• Fluency (level C) in English language
OTHER SPECIFIC JOB REQUIREMENTS• Technical expertise in M&E, especially development and implementation of M&E systems including management of reviews and evaluations.• Good report writing and analytical skills.• Emotional intelligence and people skills are critical to the position.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE• Cultivated sustainable relationships with local NGOs, government authorities, and other implementation partners.• Has research experience using variety of analytical tools and methods for causality analysis, forecasting, and other data modeling needs.• Performed monitoring, evaluations and assessments at multiple field locations.
