STANDARD MINIMUM QUALIFICATIONSORGANIZATIONAL CONTEXTThe World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. We are currently seeking qualified candidates to establish an Emergency Response Roster for Consultants.  This roster will be used to fill vacancies in emergency operations in the organization’s offices worldwide.
All applications will be reviewed and shortlisted candidates will undertake an assessment and selection process. There is no deadline to apply, as applications are received continuously and assessed on a regular basis. Inclusion of an expert on this Roster does not imply any obligation by either the WFP or the candidate on the Roster.  However, if a candidate indicates that they are available they will be expected to deploy within 72 hours of confirmation of deployment.

JOB PURPOSEThe Roster will be open to individuals who are not currently on contract with WFP but would like to be considered for consultancy contracts in emergency operations.
The selection criteria for the Roster is
 • A minimum of 3 years cumulative experience in emergency environments or humanitarian settings, at least one of which is with WFP. • A minimum of 3 years demonstrated, relevant, technical expertise in at least one functional area. These functional areas include: • Programming – Food Distribution, Cash Based Transfers, Food Assistance for Assets • Vulnerability Assessment Mapping • Logistics – Operations, Cash Based Transfers, • Procurement – Food, Procurement – Non-Food • Information and Communications Technology (including Cash Based Transfers) • Nutrition • Humanitarian Protection • Security • Communications and Public Information • Operational Information Management (Reporting) • Monitoring and Evaluation • Civil Military Liaison • Geographic Information Systems • Cluster Co-ordination – Logistics, Emergency Telecommunications, Food Security. • Full command of at least one UN language and preferably two. Other relevant language skills are an asset. • Strong technical performance record in their functional area. • Physically fit to work and travel (this will be determined through a Full Entry Medical Clearance). • Completion of the Basic and Advanced Security in the Field training courses provided by the UN Department of Safety and Security within the last three years • Availability for deployment at 72 hours’ notice during the entire rotation period to which the employee applies. 
The principle behind the Emergency Response Roster is preparedness.  That is that all requirements to issue a contract are handled prior to joining the roster rather than at the time of deployment.  As such all applicants for the Emergency Response Roster – Consultants will go through the following phases.
 1. All prospective members of the Roster will receive an invitation to apply. 2. Application is screened 3. rovisional Acceptance on to the Roster 4. On-boarding preparations (full entry medical, preparation of hiring documents, negotiation of honorarium for 11 months, pre-deployment training requirements met etc) 5. Full membership of the Roster (please note that membership of the Roster does not imply any obligation by WFP to offer an employment contract.) 6. Members update their availability as necessary. 7. If member have made themselves available and are selected for deployment, they are expected to be able to deploy in 72 hours from the confirmation of deployment.
