STANDARD MINIMUM QUALIFICATIONSEducation : Master Degree in Social Science, International Affairs, International Law or other fields relevant to international development/ humanitarian assistance. Language : Fluency (level C) in French language and at least intermediate knowledge (level B) English language.

ORGANIZATIONAL CONTEXT
This position is located in Kinshasa, DRC and is placed under the supervision of the Deputy Head of Programme or his alternate;
Job holder at this level demonstrate leadership skills, capacity to coordinate. Candidate is expected to have the sense of responsibility and initiative to respond independently to queries with general guidance; 
There is a requirement to use judgment in dealing with unforeseen problems on a daily basis.
JOB PURPOSEThe selected candidate will be responsible for assisting the Programme Unit to mainstream gender equality, women’s equality, protection and Accountability to Affected Populations (AAP) as well as assist in providing technical guidance to Program Units and field offices to undertake conflict sensitive programming. Contribute to the Network of Focal Points to prevent sexual exploitation and abuse (SEA) in WFP’s operational environments.To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.
KEY ACCOUNTABILITIES (not all-inclusive)
1.    Work with senior management in Country, Area and Sub-Offices to foster a strong culture and leadership that support protection mainstreaming, gender equality and women’s       empowerment (GEWE) across programming and operations.2.    Carry out gender and age analyses, protection assessments and advise the Country Office on the implementation of the Gender and Protection Action Plans; 3.    Support programme staff to integrate gender equality mainstreaming, women’s empowerment and protection throughout the programme management cycle (design, implementation, monitoring and evaluation); 4.    Support the finalization of country-specific tools and guidelines to assist field offices mainstream both protection and gender in their activities;5.    Undertake field trips to oversee and support field operations;6.    In collaboration with the relevant programme staff ensure gender, protection and SEA issues can be captured through the Beneficiary Feedback Mechanism and responded to appropriately;7.    Devise and support the implementation of gender and protection capacity development initiatives. Train colleagues on gender; protection analysis, response development and integration of these areas in WFP’s work.  8.    Represent WFP in all relevant inter-agency gender, protection and Accountability to Affected People meetings and other coordination mechanisms established; 9.    Establish and strengthen strategic partnerships on GEWE with WFP’s internal and external partners to support gender transformative programme development and implementation on GEWE initiatives. 10.    Participate in the Country Office PSEA Focal Points Network and train partners to prevent sexual exploitation and abuse (SEA); 11.    Liaise with colleagues and any partners working on programmatic complaints and feedback systems in the country to ensure coherence, collaboration and cross referral between systems. QUALIFICATIONS–    Experience in the design and/or implementation of food assistance programmes;-    Good understanding of project lifecycle, humanitarian principles and tools, programmes and transfer modalities;-    In-depth knowledge of relevant field of specialization (food security, nutrition, humanitarian, development, social protection) is an asset; –    Good conceptual and analytical capacity;-    Leadership, management and negotiation skills;-    Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision;-    Ability to explain projects to field counterparts and communicate with Government and partners clearly and effectively, both orally and in writing;-    Demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, host population, donors, NGOs and other UN agencies;-    Ability to cope with situations which may threaten health or safety; flexibility in accepting work assignments outside normal desk description. KNOWLEDGE & SKILLS–    In-depth knowledge of protection and protection mainstreaming tools;-    In-depth knowledge of international standards and policies, especially those centered around food security and nutrition;-    Knowledge of WFP’s mandate ;-    Knowledge of WFP’s protection and AAP policy desirable ;-    Previous work experience with a UN agency or other relevant relief organizations-    Knowledge of International Humanitarian Law, International Human Rights Law and Convention on Elimination of All Forms of Discrimination Against Women; EXPERIENCE–    At least 5 years of proven professional experience in the areas of design and implementation of protection/gender strategies and programmes in both humanitarian and development settings;-    Experience in food security programmes in complex conflict environments; –    Experience in delivering trainings and writing protection/gender policies, guidelines and documents.
COMPETENCIES
–    Good analytical and negotiating skills ;-    Strong oral and written communication skills ;-    Knowledge of common business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems;-    Proven knowledge and ability to effectively use basic software packages and commonly used office equipment;-    Ability to multitask while working under pressure ;-    Ability to maintain and establish professional working relationships with a variety of actors;-    Ability to gain cooperation of others in a team through technical inputs in a broad range of operational issues.
