ORGANIZATIONAL CONTEXTWFP is currently providing technical assistance to the Government of the Republic of Sudan for the establishment of the Sudan Family Support Programme. The Sudan Family Support Programme will be a large-scale social safety net programme, which will provide cash assistance to around 80% of Sudanese households.
As part of WFP’s technical assistance provision for the Sudan Family Support Programme, WFP will be providing direct assistance in the area of Communication, Government and External Relations. The Communications and External Relations Officer will work directly with officials from the Government, including the Office of the Minister of Finance, to establish the high-level communications and external relations strategy for the SFSP, and help to ensure appropriate messaging between Government entities.
As the SFSP is a flagship initiative of the Transitional Government, the Communications and External Relations Officer will be responsible for working directly with the Office of the Minister of Finance to promote the SFSP as well as plan high-level launch events and press briefings. Additionally, the Communications and External Relations Officer will be charged with working with other Government communications counterparts to ensure a coherent narrative regarding the launch and implementation of the SFSP across the Government.
The Communications and External Relations Officer will also be responsible for managing high-level communications with donor countries. Furthermore, the Officer will  be tasked with ensuring that key messages are communicated with domestic and international media and  developing content to be disseminated via  social media platforms, websites, newsletters, press releases and other communications channels.
KEY ACCOUNTABILITIES (not all-inclusive)Develop a high-level communications and external relations strategy for the SFSP.Work with the Officer of the Minister of Finance to develop talking points, press briefings, and regular communications updates.Prepare and manage launch events and other large-scale press events for the SFSP.Coordinate with other Communications Officers and Press Officers within the Government to ensure coherent messaging regarding the SFSP.Ensure key messages are accurate and aligned with the SFSP strategy before being conveyed to domestic and international media.Provide support for engagement strategies and communications relating to high-level visits from donors or Government representatives.  Ensure social media platforms, websites and other distribution channels are updated with key messages.Monitor and report on feedback from online reviews and other communication channelsOther duties, as required.
DELIVERABLES AT THE END OF THE CONTRACTHigh-level SFSP Communications Strategy.Launch and other SFSP events held.Press coverage of the SFSP in both domestic and international media.Assist the Office of the Minister of Finance with talking points and briefings, ensuring the Minister always has updated information.Ensure a coherent voice and communication strategy across the Government regarding the SFSP.Updated social media presence.
STANDARD MINIMUM QUALIFICATIONSNationality : Being in possession of Sudanese Nationality
Education :  Bachelor of Communications, Media, Journalism, Political Science, International Development, or related field.
Experience :5-7 years or more of relevant progressive work experience in communications and/or media. Proven experience in developing and implementing high-level and political communication strategies.
Knowledge & Skills :   Communications, media relations, political background, social media, and external relations.
Languages :   Fluency (level C) in both Arabic and English.
