ORGANIZATIONAL CONTEXT
Sudan Country has recently developed an Interim Country Strategy Plan for specific interventions aimed at saving lives and changing development dynamics to contribute to the achievement of Strategic Development Goals (SDGs) 2. The Country Office committed to apply its corporate digital beneficiary and transfer-management platform  in all the four regional offices – 1) North Darfur, 2) West and Central Darfur, 3) South and East Darfur, and 4) the rest of the country – to register and manage beneficiary information, formulate the distribution cycle plans, generate the transfer instructions to external service providers (SP) for Cash Based Transfers operations and record assistance delivered across card, cash or digitally regardless of the chosen modality. The country office is also working on scale up mode to shift paper voucher to electronic voucher with SCOPE Contactless cards. SCOPE (see this video for further information on SCOPE: https://tiny.cc/wfpscope) will serve as unique master data repository for World Food Programme’s beneficiary identity information, including information collected or to be collected by partners and imported into the system.
JOB PURPOSE
As WFP moves towards mainstreaming of cash-based transfers modalities, increased capacity for project-based business and implementation support is required.  The incumbent will apply their knowledge, skills, business analysis tools and techniques to ensure that country-level CBT business and technical implementation needs and expectations are met and strategic planning requirements are fulfilled, and relevant business input is provided to the continued development of IT CBT services. This involves initiating, leading and monitoring a portfolio at country level implementation projects to implement the new processes and tools in the prioritized counties.
This role will ensure country wide implementation level beneficiary and transfer management processes, technical implementation needs, and strategic planning requirements are fulfilled, and ensures that planning and design activities for deploying SCOPE in prioritized operations in the region are carried out.
KEY ACCOUNTABILITIES (not all-inclusive)
• Provide business relationship management (BRM) services to ensure constructive partnership between IT and Country Office (CO) business units including other stakeholders and effectively manage change brought about by use of technology in CBT activities;
• Conduct assessments to identify change requirements to be implemented in SCOPE to ensure functionality meets CO’s needs; prepare ICT Capacity Assessment and SCOPE rollout plan which includes implementation costs;
• Conduct business analysis for new requirements and prepare user stories, use cases and test plans for SCOPE functionality and participate in beta and user acceptance testing prior to release of new functionality to production;
• Coordinate implementation of SCOPE at the CO in a timely and cost-effective manner based on defined standards and quality criteria and agreed service level objectives ensuring CO satisfaction with provided services;
• Support COs to conduct IT Macro and Micro Assessments including Beneficiary Information Assessments to ensure IT contribution in transfer modality choice decisions;
• Generate ideas and requirements for enhancement of SCOPE so that it evolves in keeping with changes and challenges of delivering CBT transfers in very diverse contexts in operational areas in the country.  In particular explore possibilities for integrating SCOPE with locally available commercial payment systems or delivery systems and services including use of beneficiary data sourced from other registration platforms;
• Understand CO CBT business strategy and direction and constantly seek and suggest to the business areas of improvements through effective use of IT;
• Support uptake of SCOPE by WFP’s partners and integration with their own solutions;
• Review CO project documents submitted for Project Review Committee (PRC) process and contribute inputs to strengthen CBT components of the projects;
• Participate in cross functional capacity building initiatives aimed at making available solid CBT expertise across in the CO and specifically influence emergence of a new CO IT function that is more business aligned;
• Participate in CO CBT workgroup;
• Manage business Innovation sub unit- with a focus on analysis of business requirements, development and automation applications as local IT solutions and make it comply with global IT policy.
• Perform any other duties as required.
DELIVERABLES AT THE END OF THE CONTRACT
1. IT Cash Based Transfer services tailored to meet specific CO CBT operational needs;
2. IT CBT services defined so that they may be provisioned with internal staff and resources or via external vendors and/or partners with equal ease and results;
3. IT CBT service results measured with meaningful metrics and the metrics used to drive continuous service improvement and, in particular, enhancements of SCOPE;
4. SCOPE implemented in the CO in a complex, insecure environment and fully leveraged to enable CO to deliver CBT assistance to significantly scale-up and in a cost-efficient manner;
5. True business-IT partnership in CBT fostered, Business Innovation and role of IT in CBT activities in CO properly established.
STANDARD MINIMUM QUALIFICATIONS
Education:
Advanced university degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/course.
Experience:
• Five years or more of post-graduate progressively responsible professional experience in humanitarian aid operations and/or business systems analysis, design and development.
• At least one-year experience in leading a software development team.
• Experience in client-facing roles in either technology implementation projects or in the planning, design and implementation of humanitarian and development programmes.
• Experience in collaborating with different humanitarian actors or different service providers to design and decide on payment mechanisms and instruments, and capacity building to coordinate the delivery of assistance in humanitarian contexts.
• At least three years of progressive experience in leading, managing and mentoring team members’ growth and performance
• Experience in implementing and supporting Digital Assistance Services (DAS)/SCOPE database and transfer mechanisms;
• Experience in technology service provision and support;
• Experience in analysing and translating user requirements into new processes and applications;
Knowledge & Skills:
• Working knowledge of WFP Programmes and projects at field level, preferably with hands-on experience in project design and implementation;
• Hands-on experience in project design and implementation;
• In-depth knowledge of and hands-on experience in cash-based assistance programming in humanitarian contexts;
• Awareness of technologies used in the delivery of cash-based assistance in humanitarian contexts;
• Good knowledge of IT industry trends and strategies, particularly in the field of application development technologies;
• Ability to identify IT requirements against business needs and articulate technical information in easily understood terms;
Possession of a combination of broad business skills and IT experience including:
• Business analysis skills including creation and review of functional and non-functional business requirements for IT solutions (e.g. Use Cases, Test Cases, etc.);
• Good knowledge of IT industry trends and strategies, particularly in the field of application development technologies;
• Ability to identify IT requirements against business needs and articulate technical information in easily understood terms;
• Research and Analysis skills: Market analysis, benchmarking, industry standard best practices etc
• Ability to operate in distributed / decentralised teams, engage with and support partners;
• Ability to perform under pressure, to multi-task, to navigate through multiple priorities and conflicting requests;
• Ability to work independently through appropriate personal initiative and regular follow-ups;
• Good organizational skills and time management.
• Change management skills and experience, and ability to think strategically.
• Highly-developed written and oral communication skills with the ability to influence and adapt communication styles to different situations and individuals;
• Collaborative hands-on team member and relationship-builder with a facilitative nature and strong business partnering skills towards colleagues and stakeholders;
• Positive and resilient, passionate about change and driven to exceeding client’s expectations through exceptional delivery;
• Knowledge of and hands-on experience in cash-based transfer (CBT) programming in humanitarian context would be an asset;
• Awareness of technologies used in the delivery of cash and vouchers in humanitarian contexts would be an asset.
Language:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
TERMS AND CONDITIONS
The selected candidate will be employed on a fixed-term contract with a probationary period of one year. He/she will be required to travel abroad sometime to remote and difficult locations.
