Background and purpose of the assignment

Where markets and the financial sector are functioning, Cash Based Transfers (CBTs) can be an effective path to achieve food security and nutrition outcomes. The World Food Programme (WFP) uses CBTs to empower people with choice to address their essential needs in local markets, while also helping to boost these markets. In 2019, WFP transferred a record high USD 2.1 billion of purchasing power to people in 64 countries. This represented 38 percent of WFP’s total assistance portfolio for the year.

In the Regional Bureau Dakar (RBD) region, cash-based transfers represent an increasing share of WFP’s total humanitarian assistance with a record high USD 265 million transferred to beneficiaries in 2020, which represent a 70% increase compared to 2019. Over the course of the last 6 years (2014-2019), all RBD countries with food assistance delivery operations have embarked in the CBT journey at some point for short to long term interventions.

Ensuring that CBTs are delivered in an assured manner requires that WFP deploys and maintains a series of analytical systems and tools to complete automated data collection and analysis, which is used for reporting and anomaly detection. The CBT Data Analyst will be responsible for serving as the key liaison point with the Headquarters (HQ) Data Assurance Team (DAT) on the implementation of these systems and tools across the region.

In this role, the Data Analyst will provide direct support and capacity building to Country Offices (CO) on how to utilize the corporate systems and tools, while also servicing as the primary line of support in case of any questions or issues. The Data Analyst will also maintain a Regional Reconciliation Dashboard, providing monthly reports on reconciliation and anomaly detection completed across the region. The Data Analyst will also be expected to support on other data analysis needs such as data cleaning and deduplication.

Accountabilities/responsibilities

  • Work jointly with the HQ based DAT team to onboard CO onto the DAT platform for automated reconciliation.
  • This will include helping to perform data mapping and training staff in CO.
  • Serve as the main regional focal point with the DAT team in HQ.
  • Act as the first line of support for all CO in the region for the DAT platform helping with any questions, resolving simple issues, and escalating issues when needed to HQ.
  • Manage the Regional Reconciliation Dashboard including the ingestion of data and development of reports.
  • When needed, support in performing data cleaning and deduplication.
  • Support on the annual ACR processes of ensuring reconciliation between WINGS and COMET.
  • Other duties, as required.

Deliverables at the end of the contract:

  • Assist in onboarding CO to the DAT platform.
  • Train CO staff on how to utilize the DAT platform.
  • Maintain the RBD Reconciliation Dashboard, producing monthly reports.
  • Perform data cleaning and deduplication.

Qualifications & experience required:

Education

  • Bachelor of Science in Information Technology, Computer Science, or related field.

Experience

  • 5 years or more of relevant progressive work experience in database management and data analysis.
  • Proven experience in managing relational databases with upwards of 1 million rows of data.

Knowledge and Skills

  • Database management and analysis. Proven experience with relational databases and query authoring with SQL/PostgreSQL. Experience using visualization tools (Tableau, Qlikview, etc) and setting up dashboards.
  • Familiarity with python, Pandas, Jupyter notebooks is required. Familiarity with ETL tools, data warehousing (AWS), and business intelligence concepts is desirable. Mature judgement and experience working in a multicultural environment.
