The World Bank Country Office in Mozambique is seeking a highly organized and energized professional, capable of operating effectively and discreetly in a very demanding, fast-paced and culturally diverse environment, to work as a Senior Operations Assistant based in Maputo, Mozambique and will support the AECS2 Country Management Unit (CMU).  
The AECS2 Country Management Unit (CMU) covers Mozambique, Madagascar, Mauritius, and Comoros. The Country Director is based in the World Bank Office in Maputo and works with a core country team working out of Headquarters, Country Offices in Mozambique, Madagascar, Mauritius, and Comoros.  Currently there is a total of approximately 140 staff, based in Maputo working for both the Country Management Unit and the various Global Practice Units. The successful candidate will work under the leadership of the Country Director. The Senior Operations Assistant will also work with the Senior Operations Officer in the CMU Anchor unit in Washington DC, with the Senior Operations Officer based in Mozambique, with the CMU Management/Front Office team and with Cluster/Sector/Program Leaders for Mozambique CMU in support of World Bank Group programs.   
DUTIES AND RESPONSIBILITIES 
The Senior Operations Assistant will work directly with the Country Director’s Front Office with particular emphasis on operations and strategy, client orientation and aid effectiveness, and have the following specific areas of responsibility: 
Support to CMU Front Office
 • Provide operational support to the CMU Front Office in the management of the CMU Portfolio, organization of specialized meetings such as the Implementation Support Team (IST) meetings, Operations Team meetings, Briefing and Debriefing meetings with missions, meetings with Fiduciary and Safeguards teams, GPs, etc.  • Participate in CMU portfolio meetings and take part in preparation of briefs for the high level visits, Regional Vice President Quarterly Briefs, Annual Meetings briefs and other IDA related activities.  • Provide superior operational support to all Bank operations in Mozambique-includes assisting the Country Team in project supervision, implementation support, preparation of new projects and analytical work, client coordination and problem solving.   • Manage CD’s operational roles calendar in liaison with the Senior Executive Assistant and assist mission teams, Development Partners, etc. in scheduling operations related  meetings with the CD.  • Participate in policy and program/project management discussions with internal and external clients. • Perform other ad-hoc duties in support to Country Managers as assigned by the Country Director, such as processing of operational documents for appropriate clearance, distribution and handling of logistical planning for negotiations, review meetings, Board presentations, signings and other key meetings, and monitoring or downloading project/budget reports. 
Preparing CMU Portfolio reports 
 • Provide rapid response to corporate requests for analysis on CMU or country portfolio performance. • Retrieve and analyze data from Business Intelligence, Standard Reports for Operations Portal, Operations Portal, etc. to prepare monthly watchlist for the Mozambique Country office in consultation with the Senior Operations Officer.  • Produce clear, high-quality portfolio reports for management to identify strategic insights about trends, opportunities and issues. • Undertake ad-hoc inquiries in standard and non-standard databases, retrieve, manipulate and present data.
Review of Operational Packages/Documents
 • Participate as a key member of the Bank’s team preparing the new Country Partnership Framework(CPF). Participate in the in-country and World Bank consultations and strategy sessions as new programs are developed.  • Contribute to the review of documentation and ensure adherence to regional and Bank guidelines, processing procedures and requirements, and contribute to quality enhancement of documentation to be cleared/approved by Country Manager(s)/Country Director, liaising and providing feedback on proposed corrections/edits to the relevant Task Teams. • Review Implementation Status and Results (ISR) reports and prepare draft comments for the CD. • Mentor other ACS to maintain full familiarity with contents and processing steps of operational documents, reports and Board documents • Review ISRs, mission announcement letters, aide memoires and other operational documents and correspondence
Portfolio Monitoring
 • Contribute to the implementation and monitoring of the Mozambique CMU Portfolio and Analytical and Advisory Activities, working directly with client and project teams and provide input to the Country Director as appropriate.  • Work with key stakeholders including government counterparts, TTLs and Task Teams to understand needs for portfolio information and develop a system to address those needs. • Be the focal point person with government on following up on notifications, reminders, overdue notices and clearances    • Review Meetings – follow up with teams to send out invitations and share comments and agenda in line with WBG operational guidelines and confirm attendance to Peer Reviewers for review meetings. • Follow up with TTLs to respond to queries from CMU, submit ISRs, update milestones, etc.
Selection Criteria
• Minimum Education/Experience: Preferably, Bachelor’s degree and 7 years of relevant experience, or equivalent combination of education and experience.• Excellent organizational and administrative skills demonstrated ability to organize, prioritize, schedule, plan and coordinate work and other activities internally and externally.• Excellent interpersonal skills and sound judgement.• Solid experience and demonstrated knowledge of the World Bank Group’s organizational structure, administrative processes, policies and procedures. Demonstrated experience of providing portfolio monitoring data and using Bank systems.• Proven track record in managing confidentiality. Strong personal ethics and sound judgement.• Reliability, resourcefulness and flexibility.• Strong attention to detail and to maintaining high quality standards.• Proven ability to create and work in a team-oriented, multi-cultural environment, to perform effectively in a constantly changing environment with competing activities and demands, and to effectively serve as a team member.• Critical thinking, effective analytical, research and problem-solving skills. Ability to work independently and make judgments and decisions with minimal supervision.• Fluency and strong communication skills in English including ability to draft, proofread and edit correspondence.In addition to the above minimum selection criteria, the successful candidate should demonstrate the following competencies:
