Western and Central Africa (AFW) Region:
Duties and Accountabilities
Provide support to Bank Task Team Leaders managing water sector projects in Cameroon. This includes but is not limited to the review of technical /procurement documents and work programs, assessing progress and key project outcomes and indicators through dashboards, and contributing to supervision and preparation documentation;Liaise frequently with the project implementation units (PIUs) for these projects to ensure that they are managing Bank operations according to Bank policies and good practices. This role entails establishing good working relations with the PIU Coordinator and the rest of the PIU team, meeting with them regularly and monitoring their activities.Engaging with the main implementation agencies, e.g. MHA, MINEPAT, Ministry of Agriculture, to ensure that they are undertaking the project activities in a timely and effective way.Support the TTLs in organizing and executing implementation support and facilitate exchanges with relevant stakeholders. The candidate will also be expected to participate in other ongoing discussions such as progress meetings with the PIU and to contribute to documenting the exchanges in a timely manner.Monitor any challenges or opportunities that could impact on the successful implementation of the project and communicate them to the TTLs.Participate in World Bank discussions and coordination efforts with other development partners in Cameroon, providing inputs to shared interests and other strategic engagement as advised by the TTLs.
Selection Criteria
At least a master’s degree in a water supply and sanitation related field, or irrigation-related engineering; irrigation management; water resources engineering;Extensive experience with WASH, WSS and /or irrigation and drainage infrastructure and technologies, and demonstrated experience in water resources management and the ability to apply knowledge to policy related decisions and advice; Recognized technical, operational, and/or policy-oriented expertise, and at least 5 years of relevant work experience. This experience may include work in governments, private companies, consulting firms, academia, and/or multilateral institutions;Experience in coordinating and/or managing multi-disciplinary projects; Effective verbal, analytical and written communication skills in French and English and a demonstrated ability to produce high-quality documents and analytical reports; as well as excellent presentation skills using presentation techniques appropriately to communicate complex concepts to non-specialists;Strong drive for results, taking personal ownership and accountability to meet deadlines and achieve agreed-upon results;Knowledge of cross-cutting issues related to the water sector: climate change, environmental and social issues, inclusion, and poverty reduction; Willingness and ability to travel in the field.
Competencies
Water Supply and Sanitation Infrastructure and Technologies – Direct experience with water supply and sanitation infrastructure and technologies.Water Resource Management – Basic understanding of water resources planning, management and development, with depth in at least one subtopic and relevant experience applying this knowledge to operations, analytical work, and other deliverables.Water Institutions – Basic understanding of water supply and sanitation sector institutions (ministries, regulators, service providers, community organizations) and how they are best organized to deliver services to end-users in a sustainable manner.Water Policy and Strategy – Basic understanding of water policies and strategies and their role in delivering outcomes to end users/customers.
