To assist with Niger’s complex FCI work program, the World Bank Finance, Competitiveness and Innovation Global Practice (FCI GP) seeks to hire an experienced and highly motivated individual to join its team of professionals in the Niger country of”ice based in Niamey, Niger. You will be part of the Niger Country Team and will be expected to represent FCI GP in country with the rest of the team.
‐ Serve as team member or co‐TTL/TTL (Task Team Leader) for lending operations, advisory, and analytical work, and contribute to the delivery and quality of “inancing and knowledge engagements for Niger;
‐ Assume and maintain co‐leadership of relevant projects including: project preparation and Board approval for new projects; providing oversight of the government’s “inancial management, procurement management, environmental and social compliance, and monitoring and evaluation of the Project; vetting that the activities of the Project are in accordance with approved project design and will lead to achieving the Project Development Objectives; ensuring that the rhythm and volume of disbursement is effected in accordance with programmed schedules; issuing no objection letters, when required; conducting and arranging for
training for stakeholders, when required; and ensuring that all internal World Bank project documentation (e.g., Aide Memoires, ISRs, ICRs) and required “iling are done within designated timeframes. This will include crisis and emergency management and communications for the project on an as needed basis;
‐ Work with the International Finance Corporation (IFC) on relevant diagnostics and activities;
‐ Work with the Niger donor community as the World Bank representative in the support of private sector development activities;
‐ Support regional integration that involves Niger;
‐ Lead and/or support the implementation of ongoing/proposed FCI “inancing/lending projects and advisory services and analytics (ASAs) andcontribute to developing a work program of future “inancing and ASAs to meet the country’s needs in line with country and GP priorities.
‐ Engage in country strategic dialogue with clients on the design of policies to promote sound, ef”icient and inclusive private sector, as well as in consultations with various stakeholders including donors, development partners, civil society and bene”iciaries.
‐ Provide inputs to other Global Practices on “inancial / private sector related policies; develop and maintain relationships with clients in government and the private sector as well as other development partners.
‐ When possible, contribute to fund raising activities in‐country or at unit/practice level (Trust Funds, Externally Funded Outputs).
‐ Interact predominantly with counterparts at the working level in national governments or other businesses and organizations, as well as acts as liaison between team members in headquarters and Country Of”ices and with public and private sector counterparts.
‐ Support the design of new lending operations and ASA activities to foster private sector development in Niger (including access to “inance issues) as well as help monitor the implementation and impact of the existing lending and ASA projects.
‐ Collect relevant private sector data, conduct quantitative and qualitative analysis of private sector issues, and collaborate in the production of technical notes on private sector developments in Niger (including “inancial sector); and help with the dissemination of analytical work.
‐ Contribute to a variety of written products and communications, including components of major reports (Briefs, Analytical Notes, Back to Of”ice Reports, Aide Memoires, Project Concept Notes, and Project Documents), as well as drafts other technical working papers for wider circulation.
‐ Work closely with other FCI staff supporting the FCI Niger program and staff from other global practices; contribute to brie”ings for WBG country management; and support the integration of relevant “inancial and private sector issues in the WBG country strategy, systematic country diagnostics, Country Partnership Frameworks and work programs; he/she is expected to work closely with Program Leaders and other FCI country staff/task leaders.
Selection Criteria
‐ A Master’s degree in Economics, Finance , Management or a related “ield.
‐ Minimum of 5 years of relevant experience including of working in the private sector/public sector/international organizations.
‐ Experience working in sub‐Saharan Africa.
‐ Experience with a broad range of “inancial private sector policy and technical issues, with a strong background in economics, “inance and ability to develop technical skills in private sector development.
Experience with region “inancial and private sectors, particularly in sub‐ Saharan Africa, is desirable.
‐ Should be a mature professional to inspire con”idence in country of”icials, and work in a culturally diverse environment.
‐ Possess strong client engagement skills.
‐ Strong judgment on operational, country, and practice issues. Strong results focus, with a track record of supporting/leading teams to deliver projects and activities.
‐ English and French mandatory.
‐ The ideal candidate will have a combination of experience both inside the World Bank Group (including experience of “inancing/lending projects and ASA/AAA activities and familiarity with Bank policies and procedures) and outside the World Bank Group
‐ The ideal candidate should have strong areas of technical expertise in understanding private sector development and have work experience from amongst the following areas: business environment, entrepreneurship, industry‐speci”ic solutions, or “irm competitiveness and innovation. Understanding of “inancial sector development issues would be a plus.
‐ Policy Dialogue Skills ‐ Anticipates needs and requests in the “ield and conducts independent policy discussions with representatives of thegovernment and non‐government partners.
‐ Experience in an FCV (Fragile, Con”lict and Violence) locations would be a plus.
