Equitable Growth, Finance, and Institutions Practice Group:
The Equitable Growth, Finance, and Institutions Practice Group (EFI) is one of the World Bank Group’s four Practice Groups. EFI’s mandate is “Growth, Finance, and Institutions for all.” Our approach is to leverage public and private sector expertise, together with International Finance Corporation (IFC), to support a data-driven reform agenda. EFI supports clients in advancing evidence-based structural reforms to build the foundations for inclusive and sustainable growth. EFI is composed of four Global Practices (GPs):
Macroeconomics, Trade, and Investment (MTI)and Finance, Competitiveness, and Innovation (FCI) — consist of country economists and trade, financial and private development specialists that support structural reforms.
Governance GP – consists of public sector, financial management and procurement specialists to support institutional and governance reforms and provide fiduciary support to all Bank operations.
Poverty and Equity GP – consists of micro, labor, and development economists to build the evidence base, provide advice and operational support to ensure country policies and WBG interventions are inclusive.
The FCI GP is comprised of two directorates: The Finance directorate, and the Trade, Investment and Competitiveness (TIC) directorate. The GP aims to support client countries to create an enabling environment in which financial stability, efficiency and firm-level solutions are provided in an integrated way to crowd in the private sector, support the creation of markets, and accelerate equitable growth.
The Trade, Investment, and Competitiveness (TIC) Directorate provides analytical, advisory, and lending support to client governments to enact reforms that lead to increased investment, trade, jobs, and more competitive and contestable markets. The unit is comprised of thematic teams focused on
Trade and Regional IntegrationInvestment Climate (2) Markets and TechnologyFirms, Entrepreneurship, and InnovationTIC is part of the FCI GP and contributes to the MTI GP.
AFW is seeking a Practice Manager for the Procurement unit (EAWRU) within the EFI Practice Group. Reporting to the Regional Director, the EAWRU practice manager will be based in Dakar.

Duties and Responsibilities:
Leads team in global engagement on investment climate topics, including global partnerships, applied research and dissemination, global databases, and monitoring.Works closely with regional Directors, PMs, and teams in supporting analytics, advisory and lending projects by providing in-depth technical inputs and quality reviews and sharing global experiences and practices.Works in partnership with other PMs in the GP and with other GPs, as well as public and private stakeholders, to find tailored and holistic solutions to complex development challenges.Drives and inspires technical excellence within the team and the GP by creating an environment of learning and innovation that attracts and develops the best talent reflective of the diversity of our clients.Supports GP management in developing and implementing appropriate strategies for global staffing, deployment, talent, and performance management.Is effective in the communication to various audiences, including key stakeholders, clients, beneficiaries, public, internal, and external partners.The PM will collaborate across technical, geographic and institutional boundaries to help design and deliver development solutions to a diverse range of clients, while supporting global knowledge flows that share knowledge and practical development experience with other countries, assuring that global lessons are reflected in the Bank-supported programs.
The PM is a member of EAW Management Team and coordinates closely with the other EFI Practice Managers, EFI Program Leaders and the Regional Management Teams. The PM is also a member of the Governance-Procurement Talent Board to oversee the strategic staffing, career development and deployment of GP staff across the Bank.
Selection Criteria
A Master’s degree (Ph.D. preferred) in economics, finance, public finance, accounting, laws and public policy in line with our core competencies with at least twelve (12) years of relevant professional experience.Excellent leadership and supervisory skills with established track record managing multi-location and virtual teams.Strong operational and development experience and track record, including experience in more than one Global Practice/VPU (including IBRD, MIGA, and IFC), and in more than one world region of those relevant to these positions.Technical knowledge and experience in one or more of the areas described above is desirable, though solid managerial and influencing skills are at a premium for these positions.Demonstrated in-depth experience and track record of results and successfully working across practices, disciplinary and institutional boundaries.Strong sense of strategy, including ability to prioritize and exit some activities, track record in streamlining and rationalizing product offerings.Good partnership experience, including involving multiple stakeholders – both public and private – in building collaborative alliances for results.Experience in applying practice know-how and effective policy dialogue to achieve development results.Mobility: Internal candidates will be considered if they
