Positioning and reportingUnder the authority of the Deputy Director General (International Standards and Science) and the direct supervision of the Head of the Antimicrobial Resistance & Veterinary Products Department (AMR&VP).
Job purposeIn June 2024, the World Organisation for Animal Health (WOAH) signed a collaborative agreement with the Global Alliance for Livestock Veterinary Medicines (GALVmed) and the United Kingdom Veterinary Medicines Directorate (UK VMD to implement a Bill & Melinda Gates Foundation-(BFMG) funded project that aims to strengthen regulatory systems for veterinary medicines in Sub-Saharan Africa.

The project officer will be responsible for the evaluation of a Regulatory Self-Assessment (SA) tool, developed by the UK VMD, determining how this SA tool aligns with and complements other existing tools and evaluation systems around veterinary medicinal products (pharmaceuticals & vaccines), advising on its design and further development, under a One Health approach, for an eventual global deployment after consideration by WOAH’s World Assembly of Delegates.

The project officer, will also be responsible for the implementation of WOAH’s roadmap for the registration of diagnostics kits. This will include the exploration of mechanisms to facilitate regulatory harmonization of diagnostic kits, in parallel to assessing the value of setting minimum criteria needed for reliable registration of diagnostic kits, facilitating accessibility to WOAH Members.

Missions and activitiesSelf-Assessment (SA) Tool:

•      Analyse and assess the design, complementarities, and compatibilities of the SA tool  with regards to existing tools and systems such as the PVS Pathway, the Quadripartite One Health Legal Assessment Tool, WHO SA tool, etc. in consultation with the staff from other departments or agencies in charge of these (i.e., Capacity-Building Department, WHO, etc.);

•      Assess the value of the SA tool during the piloting phase in collaboration with the UK VMD;

•      Explore regulatory contexts in other regions and determining the necessary specifications to enable the SA tool to be globally applicable;

•      Evaluate the information system compatibility of the SA tool and determining evolutions needed to complement other WOAH data management systems;

•      Internally report progress of her/his assessments, providing recommendations and prioritisation of related activities;

•      Evaluate & implement mechanisms to bring SA tool assessment to WOAH’s World Assembly of Delegates for consideration;

 

WOAH’s evolutionary roadmap on diagnostics:

•  Explore & implement mechanisms to facilitate the regulatory harmonization of diagnostic kits by establishing a discussion platform including national regulatory authorities and private sector, to achieve collective understanding of the different global regulatory mechanisms around diagnostics, and facilitating access of quality, robust tests to Members;

•  Establish and facilitate an ad hoc Group of experts to:

o   determine if a registration system for diagnostic kits is valuable,

o   establish the minimum criteria needed for reliability,

o   determine recognition and alignment of WOAH Reference Laboratories & Collaborating Centers involved in this activity, which could include the development of validation training and guidance packages, as well as ways to delegate registration procedure within their mandate;

•  Manage, under the supervision of the Head of the Antimicrobial Resistance and Veterinary Products Department WOAH’s register of diagnostic kits in the case contextual circumstances require to resume activities in this regard;

 

While completing the above missions and activities, the incumbent will:

• Represent WOAH within the Project Steering Committee, which provides guidance to the overall project, being also the key mechanism for reporting to BMGF.

•  Take responsibility for all aspects of project management around WOAH’s deliverables within the RSVP project (i.e., planning, monitoring, engaging with project partners and other WOAH Departments involved, report to partners, etc.);

•  Contribute within the perimeter of her/his responsibilities to the overall achievement of the WOAH’s five strategic objectives: maintain or improve scientific expertise, implement appropriate data governance, respond to Member’s needs, optimize cooperation with partners and enhance WOAH’s internal agility and efficiency;

•  Connect & report to the Biological Standards Commission (BSC) and the Aquatic Animal Health Standards Commission (AAHSC), especially in the workstream around diagnostics;

• Carry out other applicable duties within her/his professional competence as requested by the Head of AMR & VP Department, the Deputy Director General or the Director General of WOAH.

Expériences / Formation

Required qualifications·   Advanced university degree in health sciences, public health, or relevant field

·  At least 5 years of professional experience working on human and/or animal health issues

Technical skills experience

·  Good experience in regulatory settings (i.e., government, private sector, accreditation agencies);

·  Excellent  project management skills (planning, monitoring, reporting, facilitation of multidisciplinary teams);

·  Proven experience working in an international environment/organisation/institution;

· Proficient management of the Microsoft Office Package (Word, Excel, Power Point).

Interpersonal skills experience

· Excellent writing and editorial skills and ability to summarise complex technical discussions into clear and concise reports;

·  Strong communication skills in English (verbal, written);

· Ability to efficiently work with multidisciplinary teams, as well as within her/his own team;

· Organisational awareness, ability to establish priorities, work within tight timelines and under pressure;

· Ability to think operationally and achieve results;

· Capability of working in a multicultural environment with colleagues from different backgrounds;

· Self-motivated with a focus on quality delivery

Salaire

  • Type of contract: Fixed-term contract
  • Duration: 2 years renewable.
  • Location: WOAH Headquarters 12 rue de prony 75017 Paris, France.
  • Salary: Between 2800-3200 € net per month commensurate with qualifications and experience, exempt of French income tax + annual performance bonus.
  • It requires long hours in a seated position at a computer.
  • The position might entail missions abroad.
