Objectives of the programme

The mission of the WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.IHM vision is protecting health and saving lives in outbreaks and emergencies, through establishing risk well-mitigation strategies and capacities for priority high-threat infectious hazards and zoonotic diseases related, developing and supporting prevention and control strategies tools, establishing and maintaining experts networks to: detect and manage new or emerging high threat infectious hazards, strength Pandemic Influenza Preparedness (PIP) Framework , as well as providing laboratory support and improve implementation of One Health Approach Agenda.

Description of duties

In order to develop and support the implementation of IHM strategies and tools for disease/ infection prevention, control and monitoring, the Technical Officer will carry out the following activities:- Strengthen Member States capacity in management and control of infectious hazard (VHFs), through providing strategic guidance, using one common platform for strategy information.- Develop strategic prevention and control tools and support risk assessment in countries affected with VHFs/ Arboviruses using WHO standardized tools. – Review countries response and preparedness of action plan(s) for zoonotic diseases related under the perspective and policies of One Health Approach/ Agenda. – Monitor and evaluate of the implementation of the action plan(s) and provide appropriate recommendations and technical advices, accordingly.- Support on the preparation of regular information products including daily situation reports on the evolution of the outbreak, ongoing and planned activities.- Coordinate and establish effective mechanism for communication with related partners e.g. (OIE, FAO, etc..), to implement One Health agenda, as a response for zoonotic diseases outbreaks.- Contribute to field and laboratory investigations of zoonotic vector borne diseases and promote for animal vaccination strategy. – Contributes and/ or participate on missions related IHM mandate or response, when required.These activities will be carried as part of the initial 6 month period and extensions of this contract, subject to funding availability.

Required qualifications

Education

Essential: Advanced university degree in veterinary or medicine, with experience in zoonotic diseases epidemiology or public health related emergency and development management or a related subject.
Desirable: Master degree in Epidemiology and Biostatistics or Public Health.

Experience

  • Essential: Minimum 7 years’ experience in the area of epidemiology and/ or public health of infectious disease surveillance, outbreaks investigations and emergency responses. Relevant experience in WHO policy and operational procedures for emergency response, including; health emergency information, risk assessment and infectious hazard management and One Health Agenda.
  • Desirable: Related experience in implementation of public health surveillance and outbreak investigation and response would be an added advantage.Experience working in an international organization and/ or in developing countries. Experience on assessment of public health events and simulation exercise.

Skills

Skills proficiency and knowledge in operational planning and broad technical knowledge in; Epidemiology and/or Public Health in the context of improving the health of populations and/or health security. Experience and ability to design, evaluate and monitor multi-partners work plans. Good writing skills and ability to draft, evaluate and edit technical reports and publications. Excellent interpersonal, negotiation and consultative skills.

Remuneration

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2416 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
