BACKGROUND AND PURPOSE OF THE ASSIGNMENT:The World Food Programme (WFP) in Mozambique made the transition to the Country Strategic Plan (CSP) in 2017. Through the CSP, WFP Mozambique established a long-term commitment to build resilience against climate shocks for greater food security and nutrition,  in line with Government commitments and priorities. WFP started implementation of its multi-year, climate resilience initiative in the provinces of Tete, Gaza, Nampula, Zambezia, and Sofala. The initiative brings together the different programming approaches implemented by the CO, The Rural resilience R4 initiative (including Conservation agriculture, Financial inclusion through village savings and loans groups, access to credit and micro-insurance, and the provision of climate information services). In the framework of the new CSP that will start in 2022, WFP will strengthen its contribution to the national food systems through climate action, making sure that its climate change adaptation activities support the existing community ecosystems and local economies in closing the food gaps through improved livelihoods and resilience building.
To this end, WFP Mozambique Country Office seeks a National Programme Officer to oversee its Integrated Climate Risk Management portfolio, coordinating the R4 Rural resilience activities such as conservation agriculture, village savings and loans groups, micro-insurance and climate services, currently ongoing in Tete, Gaza, Sofala and Nampula. Going into the upcoming strategic cycle of the WFP’s work in Mozambique, work on adaptation to climate change and resilience is a critical cross cutting component of the organization in the country, to guarantee that smallholder farmers and communities in districts with food insecurity are getting access to climate risk management tools, and agriculture technologies that will help them adapt to both climate variability and climate change, and to participate in more resilient and inclusive food systems. To ensure successful implementation of this multi-year portfolio, the coordinator will engage and manage partnerships with various Government and Private sector stakeholders, ensuring lessons learned and successful experiences are used to scale up and ensure sustainability of the work, including, but not limited to, integrating the project components into the National adaptation tools from the central to district levels in support of the relevant National strategies. The Programme Policy Officer will support the alignment of WFP’s Climate adaptation activities to the National Climate Change Adaptation and Mitigation Strategy and the Strategic Plan for the Development of the Agriculture Sector.
KEY ACCOUNTABILITIES (not all-inclusive)Under the direct supervision of the Climate Change and Resilience Unit Head, the Programme Policy Officer will: 
Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies, guidance and national strategies.Provide project management support and provide technical oversight to the R4 Rural Resilience/ICRM project portfolio, ensuring coordination with wider WFP Mozambique programme activities.Manage and monitor contractual arrangements with implementation partners for the integrated climate risk management projectsLiaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.Support the capacity building of WFP staff, partners and national government to prepare for and respond to community resilience needs, e.g. through providing inputs into training materials.Support the identification, development, and management of potential partnerships to collaborative working leading to improved integrated climate risk management packages. OTHER SPECIFIC JOB REQUIREMENTSSupport and guide the implementation of the Risk reduction, Risk transfer, risk reserves, prudent risk taking and Climate services components.Support policy building on adaptation to climate change, integrating climate risk management into National extension services and Local adaptation plans.Support national access to Climate finance through advisory, and fundraising for WFP’s contribution to the fulfilment of the Nationally Determined Contribution to the UNFCC.Research and analyse financial inclusion and climate change policy and operational issues to inform the development of policies, programmes and activities.Lease with government counterparts for joint implementation of WFP climate change programming at central and local level.Other duties as required STANDARD MINIMUM QUALIFICATIONSEducation: Advanced University degree in Social Science, Economics, Development, Politics, or relevant field of study, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: Five years of postgraduate professional experience in a relevant field of work with first University degree or 3 years postgraduate professional experience in a relevant field of work with Master’s degree

Strong understanding of climate change, resilience building, financial inclusion, smallhoder agriculture in MozambiqueSound knowledge of project cycle, programme and resource management, humanitarian principles and tools, programmes and transfer modalities;Demonstrated ability to explain projects and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing;Ability to translate understanding of programme principles into relevant, effective, and context specific approaches;General knowledge of UN system policies, rules, regulations and proceduresLanguage: Fluency in English and Portuguese.
