BACKGROUND AND PURPOSE OF THE ASSIGMENT:Under the Strategic Outcome 1 of the new CSP, WFP has committed to ensure that people are better able to meet their food and essential needs, through support to crisis-affected populations to have safe and equitable access to adequate and nutritious food. More specifically under Act 1 of the new CSP 2022-2026, WFP aims to save lives and protect the food security and nutrition status of vulnerable populations affected by shocks and strengthen essential health and nutrition service delivery, while leveraging opportunities to initiate resilience building and self-reliance activities while leveraging opportunities to initiate resilience building and self-reliance activities.
Whilst WFP will continue to augment government capacity for emergency response, this CSP’s focus on capacity and systems strengthening promotes resilience and long-term sustainability and scalability of national responses.  STANDARD MINIMUM QUALIFICATIONSEducation: University degree in Social Science, Disaster Risk Reduction, Rural Development or other related field with Five years of relevant professional work experienceOr a Master’s Degree with at least Two years of professional experience in a related field.
Experience: At least Five years of experience in humanitarian or development operations;                     Has performed managerial functions in Emergency activities at different levels and in field locations, (direct experience in WFP is highly desirable);                     Proven track record in cultivating productive relationships with local NGOs, government authorities and other implementing partners.
Language: Fluency in English language;                   Fluency in Portuguese language;                   Intermediate knowledge of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language (desireble).
Knowledge & Skills: Demonstrated integrity in accordance with UN standards values and ethics, to support the vision and mission of the United Nations and support the achievement of WFP’s strategic objectives;                                   Teamwork – Strong interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity;                                   Planning and organizing – Ability to manage, organize, plan and execute tasks in setting priorities and work under pressure to meet frequent and tight deadlines;                                  Communication – Strong skills in oral and written communication;                                  Analysis – Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources to inform transfer modality selection and programme development.  KEY ACCOUNTABILITIES (not all-inclusive)1. Plan and design the activity 3 – Crisis response, including Relief and Recovery programmes, including planning outputs and resource requirements;2. Perform day to day management Relief and Recovery programmes. Where applicable, coordinate with and provide support to Field Offices and other colleagues in implementing and monitoring activity operations;3. Monitor activity outputs or services delivered to ensure they meet the Country Office’s planned strategic outcomes, and is to the appropriate quality, on time and within budget. Proactively monitor overall progress and initiate corrective actions as appropriate to resolve issues;4. If required, manage activity 3’s programme’s budget, monitoring expenditures against outputs as the programme progresses;5. Collaborate with and report progress on the activity delivery at regular intervals to relevant colleagues and/or committees;6. Facilitate the recruitment and development of staff members to the activity Relief and Recovery programmes. Manage the performance of the activity 3 programme team;7. Engage in resource mobilization efforts for activity 3 (e.g. preparing proposals, raising funds, etc.);8. Contribute to knowledge management initiatives for Relief and Recovery programmes;9. Develop and manage partnerships with external partners including UN, government and implementing partners;10. Act as the EPRP focal point role for the CO and ensure that the CO EPRP tracker is duly updated, the risk analysis and CONOPs developed as needed, and follow up implementation and completion of pending actions;11. Lead the COs engagement with INGD, contribute to the Government of Mozambique’s Contingency Plan and ensure strategic alignment between WFP and INGD strategies for DRR including capacity strengthening efforts between WFP and INGD.
DELIVERABLES AT THE END OF THE CONTRACTSupport Crisis Response activities in the programmes;Support development of new solutions;Lead on Government capacity strengthening efforts, establish indicators and support development of technical specifications for the programmes;When needed the programme officer may be required to support other programmes that may be initiated in the near future requiring DRR interventions.
